Dear Ms. Johnson:

L:llvidual Plant Examination (IPE) for Braidwood Station, Units 1 and 2, in responsflo Generio, ,

Letter (GL) 88-20, " Individual Plant Examination for Severe Accident VulnerabilitiesG A Mvise'd; submittal was made on March 27,1997. :r 3 Q .*2 '.

The NRC, with the assistance of our contractor, Brookhaven National Laboratory, fis royledah both the original and revised subm!ttals, and find that the IPE is complete with reg (td toL4he "

information requested by GL 88-20. We, therefore, conclude that Comed has met 1he iMent of GL 88 20 for Braldwood Station.

Please note that our review primarily focused on Comed's ability to examine Braldwood, Units 1 <

and 2, for severe accident vulnerabilities. Although certain aspects of the IPE were explored in more detall, the review is not intended to validate the accuracy of Comed's detailed findings (or quantitative estimates) that stemmed from the examination. We did note that Comed identified a potential vulnerability involving a dual unit loss of essential service water from flooding. A proposed modification was being considered, which when implemented, would reduce the core damage frequency (CDF) from about 4E 5/ year to about BE 6/ year, if it is decided to implement the modification, please inform us so that, in the future, the correct CDF may be attributed to Braidwood. The enclosed Staff Evaluation Report does not constitute NRC approval or endorsement of any IPE material for purposes other than those associated with meeting the intent of GL 88 20.

Sincerely, f thr.henior Project Manager
