On October 16, 1991, the NRC staff met with Commonwealth Edison Company {the licensee, CECo) and its consultants to discuss CECo's Individual Plant Examina-tion/Accident Management {IPE/AM) program. A list of attendees is provided as. A copy of the slides presented is provided as Enclosure 2~
The meeting was the second of two technology exchange meetings related to the CECo Individual Plant Examination (IPE) programs for all CECo plants. The meetings were held because CECo stated it had developed some unique appli-cations and extended the current state of the art in risk and severe accident analysis technology to achieve the IPE program goals.
As a result, CECo felt it would be beneficial to brief the staff on its program.
The second meeting discussed CECo's approach to accident sequence modeling and addressed the following topics: plant response tree approach, success criteria development, treatment of operator actions, treatment of severe accident phenomena in the IPE, source term evaluation approach, and preliminary insights from the Zion project. Overall, the staff found CEC0 1s methodology to be well thought out and in-line with the requirements of Generic Letter 88-20.
Two staff concerns raised during the meeting included the level of involvement by
~1*1nt personnel in the IPE process and the inte9ration of the Individual Plant Examination initiated by External Events (IPEEE) with the IPE.
In addition to personnel from CECo, personnel from Fauske & Associates, Tenera, and Westinghouse are working on the IPE/AM Program.
The effort has already begun on Zion and will continue until December 1994, with the
