REPORT NOS. 50-424/86-07 AND 50-425/86-03
On February 10-14, 1986, NRC inspected activities authorized by NRC Construction
i
Permit Nos. CPPR-108 and CPPR-109 for your Vogtle facilities. At the conclusion
of the inspection, the findings were discussed with those members of your staff
i
identified in the enclosed inspection report.
Areas examined during the inspection are identified in the report. Within these
l
areas, the inspection consisted of selective examinations of procedures and
i
representative records, interviews with personnel, and observation of activities
i
in progress.
The inspection findings indicate that certain activities violated NRC require-
ments. The violations, references to pertinent requirements, and elements to be
"
included in your response are presented in the enclosed Notice of Violation.
r
The violation described in the enclosed notice is similar to violation
'
424/85-40-04 contained in a notice of violation sent to you with our letter
dated October 3,1985.
Since "similar violations," as described in the ' NRC
Enforcement Policy, are of significant concern to the NRC, in your response,
!
please give particular attention to the identification and remedy of the root
,
cause of the violation so that its recurrence may be precluded.

The responses directed by this letter and the enclosures are not subject to the
,
clearance procedures of the Office of Management and Budget issued under the
Paperwork Reduction Act of 1980, PL 96-511.
