ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-424 ,

Vogtle 1 License No. CPPR-108 i

The following violation was identified during an inspection conducted on February 10-14, 1986. The Severity Level was assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

10 CFR 50, Appendix B, Criterion XIII, as implemented by FSAR Chapter 17, l Section 17.2.13, requires that measures be established to control storage and preservation of equipment in accordance with work and inspection instruc-tions to prevent damage or deterioration. When necessary for particular -

products, special protective environments, such as inert gas atmosphere, ,

specific moisture content levels, and temperature levels, shall be specified and maintained.  ;

GPC construction division equipment maintenance storage list (EMSL) forms i for Nuclear Service Cooling Water (NSCW) motor operated discharge valves  ;

(M0Vs) require that motor heaters be energized.  !

GPC Nuclear Operations Procedure No. 20015-C, Rev. 2, " Planned Maintenance,"

paragraph 4.5.2 requires that pre-operational maintenance will be consistent with preventative and storage maintenance identified and performed by construction personnel. '

Bechtel Power Corporation (BPC) November 20, 1985, summarized status on design activities related to M0V space heaters (Log. PFE-9140) requires motor heater energization for M0V 1-HV-11600. Electrical preoperational ,

maintenance forms attached to GPC nuclear operations plant maintenance work order No. 18600845 indicates heater energization for MOV 1-HV-11600.

Contrary to the above, on February 13, 1986, activities were not accomp- i' lished in accordance with the above in that the motor heater for M0V 1-HV-11600 was not energized and motor internals were at ambient tempera- [

ture.

This is a Severity Level IV violation (Supplement II).

30 days of the date of this Notice, a written statement or explanation in reply,  !

including: (1) admission or denial of the alleged violation; (2) the reasons for the violation if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid ,

further violations; and (5) the date when full compliance will be achieved. '
