Gentlemen:

This refers to the enforcement conference held with members of your staff at

the NRC Region V office in Walnut Creek, California, on April 25, 1986. This

meeting was related to activities which resulted from the inspection conducted

at Diablo Canyon Units 1 and 2 during April 7-11, 1986. Subjects discussed

during the meeting are described in the report which is enclosed for your

information.

Based on the results of the April 7-11 inspection, it appears that one of your

activities was not conducted in full compliance with NRC requirements, as set

forth in the Notice of Violation, enclosed herewith as Appendix A. Your

response to this notice is to be submitted in accordance with the provisions

of 10 CFR 2.201 as stated in Appendix A Notice of Violation.

Although you reported the noted violations of technical specification

surveillance requirements, a notice of violation is being issued due to the

inability of your corrective action to preclude recurrence and consequent I

continued violation. In addition to the need for corrective action regarding  !

the specific matters identified in the enclosed Notice, we are concerned about  ;

the implementation of your surveillance test program that permitted continued

violation of technical specification required surveillances. Consequently,

your response should describe those particular actions taken or planned to

improve the effectiveness of your technical specification surveillance

program.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.
