Subject: NRC Inspection of the Trojan Nuclear Plant

This refers to the inspection conducted by Mr. S. A. Richards and Mr. G. C.

Kellund of this office on March 18 - April 28, 1986 of activities authorized

by NRC License No. NPF-1, and to the discussion of our findings held by Mr.

Richards and Mr. Kellund with Mr. Orser and other members of your staff

periodically during the inspection.

Areas examined during this inspection are described in the enclosed inspection

report. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel, and observations by the inspectors.

No violations of NRC requirements were identified within the scope of this

inspection.

Please note, that an unresolved item (section 8 of the enclosed report)

appears to have stemmed from a lack of full understanding of system

performance requirements and interface with procedure reviews, Plant Review

Board reviews, and operations and maintenance interfaces. Also, note that

the Licensee Event Report related to this unresolved item did not detail this

root cause and the various opportunities to discover the problem.

In

particular, this raises a concern in the area of your problem resolution and

followup program.

In a telephone conversation with M. M. Mendonca on May 8, 1986, W. S. Orser

agreed that a revision of the LER would.be submitted to highlight the root

cause and corrective actions from your study of the problem. Further, in a

telephone discussion with J. B. Martin and yourself on May 14, 1986, you

agreed that you and your management would direct more attention to these

areas. We encourage you to give these efforts a high priority and keep us

appraised of your progress.
