These increases in the proposed Completion Times are supported by SONGS-specific Probabilistic Risk Assessment figures that allow greater flexibility than those figures submitted in Reference 1.

The data presented in this Supplement I reflect the high degree of reliability of the SONGS AC power systems.. This reliability is due in part to the installation of the Inter Unit 4.16 kV Bus Cross Tie. Approval for use of this Cross-Tie was requested in Reference 3.

2)

To withdraw the request to allow a once per refueling cycle EDG Completion Time of "10 days Aug 10 days from discovery of failure to meet LCO." This request is no longer necessary in light of the increase in the proposed EDG Completion Time in item 1) above.

3)

To add a new TS 5.5.2.14. " Configuration Risk Management Program."

The purpose of the Configuration Risk Management Program (CRMP) is to ensure that a proceduralized Probabilistic Risk Assessment-informed process is in place that assesses the overall impact of plant maintenance on plant risk.

Implement &cion of the CRMP will enable appropriate actions to be taken or decisions to be made to minimir.e and control risk when performing on line maintenance for Systems, Structures, and Components with a risk informed Completion Time, is 5.5.2.14 will be applicable to TS 3.8.1 because the Completion Times for TS 3.8.1 are " risk informed Completion Times."

This license amendment application is based on a collaborative effort by participating Combustion Engineering Owners Group (CE0G) members based on an integrated review and asses ment of-plant operations, deterministic and design basis considerations, and plant risk. The above reference, which was submitted to the NRC staff for review and approval under separate cover, provides the basis for the methodology used in en augmented analysis to assess the impact of extending the current EDG Completion Time to 14 days in support of this troposed change.

Southern California Edison (SCE) requests this amendment be issued effective

- as of its date of issuance and be implemented within 30 days from the date of issuance.

This will provide adequate time for-the necessary procedure changes and training on the new Technical. Specifications.

SCE requests the NRC audit the Configuration Risk Management Program prior to approval and-implementation of TS 5.5.2.14.
