CE0G CE NPSD-996, " Joint Applications for Emergency Diesel Generators A0T Extensien," May 1995 Enclosed are Amendment Applicatirn Nos. 150 and 134 to Facility Operating Licenses NPF-10 and NPF-15 for tae San Onofre Nuclear Generating Station Units 2 and 3, respectively.

These amendment applications consist of Proposed ChangeNumber(PCN)-453.

PCN-453 proposes to modify post PCN-299 (Technical Specification Improvement Program) Technical Specification (TS) 3.8.1 to 1) extend the Offsite Circuit Allowed Outage Time (A0T) from "72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> AND 6 days from discovery of failure to meet LC0" to "72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> AND 10 days from discovery of failure to meet LC0" and 2) extend the Emergency Diesel Generator (EDG) A0T from "72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> AND 6 days from discovery of failure to meet LC0" to "7 days (JQ h devs from discovery of failure to meet LC0."

Additionally, PCN-453 proposes to further extend the EDG A0T to "10 days AND 10 days from discovery of failure to meet LC0" on a once-per-refueling cycle frequency for maintenance purposes.

This license amendment application is a collaborative effort by participating Combustion Engineering Owners Group (CEOG) members based on an integrated review and assessment of plant operations, deterministic and design basis considerations, and plant risk. The above reference, which was submitted to the NRC staff for review and approval under separate cover, supports this proposed change.

,j Document Control Desk This license amendment application is expected to save approximately 7 days of refueling outage critical path time per unit for each 6-year Emergency Diesel Generator preventive maintenance surveillance interval.

This saving in critical path time translates into an Operations and Maintenance (0&M) cost avoidance well in excess of $100,000 over the remaining life of the San Onofre units. As such, this license amendment request is considered a Cost Beneficial Licensing Action (CBLA). NRC approval is requested by the middle of August 1996 to permit use of this license amendment prior to the Unit 2 Cycle 9 refueling outage.

Southern California Edison requests this amendment be issued effective as of its date of issuance and be implemented within 30 days from the date of issuance. This will provide adequate time for the necessary procedure changes and training on the new Technical Specifications.
