Gentlemen:
Enclosed for your review, prior to our scheduled meeting on February 3,1986,
is the SALP 5 Board Report for the Byron Nuclear Station, Units 1 and 2,
covering the period May 1, 1984 through October 31, 1985.
Your overall regulatory performance at Byren was considered to be acceptable
during this assessment period. Seventeen functional areas were evaluated. You
were rated Category 1 in two areas, Category 2 in 10 areas, Category 3 in four
areas, and one area was not rated. Your rating improved from Category 3 to
Category 2 in two areas, Preoperational and Startup Testing and Fire Protection,
and improved from Category 2 to Category 1 in one area, Emergency Preparedness.
Your rating declined from Category 2 to category 3 in two areas, Radiological
Controls and Security.
We acknowledge that considerable effort was expended during this assessment

period in the Licensing and Startup of Byron Unit 1.
Notwithstanding, your
performance, which is rated Category 3 in four functional areas involving Unit
1 operations, warrants improvement. The ratings were based, in large part, on
multiple violations of regulatory requirements, a high number of personnel
errors and procedural deficiencies. Several enforcement conferences were held
toward the end of the assessment period and we acknowledge Comonwealth Edison's
responsiveness to the issues discussed.
Furthermore, we recognize the
development and implementation of the Conduct of Operations Improvement Program
and note that discernable improvement in performance has been observed since the
end of the sumer of 1985. However, continued high priority management
attention, both at the plant and corporate levels, will be necessary to assure
improved performance in these functional areas.
While you will have sufficient opportunity to present your comments at the
meeting on February 3,1986, we also solicit written coments within 30 days
af ter the meeting to enable us to thoroughly evaluate your coments and
provide you with our conclusions relative to them.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and the SALP
Report will be placed in the NRC's Public Document Room.
