Dear Dr. Grace:
On September 9, 1985, CP&L notified the NRC of a potentially reportable item per the provisions of 10CFR50.55 (e) and 10CFR, Part 21.
Attached is an interim report on the subject item.
CP&L is pursuing this matter and it is currently projected that we will require until December 16, 1985 to complete testing and report on the reportability of this item.

SUBJECT:
10CFR50.55(e) and 10CFR21 Potentially Reportable Item Shearon Harris Nuclear Power Plant Unit 1 bolting materials used in Mercury instrument racks.
ITEM:
Safety instrument racks for SHNPP Unit 1.
SUPPLIED BY:
Mercury Company of Norwood, Inc., Erockton, Massachusetts.
NATURE OF DEFICIENCY:
Bolting material used by mercury for seismic instruments do not conform with bolting material recommended by instrument suppliers.
DATE PROBLEM IDENTIFIED:
Shearon Harris personnel identified this problem via NCR 85-1841 on August 23, 1985.
DATE PROBLEM REPORTED:
On September 9,1985, CP&L (Mr. N. J. Chiangi) notified the NRC (Mr. P. Fredrickson) that this item was potentially reportable per the provisions of 10CFR50.55 (e) and 10CFR, Part 21.
SCOPE OF PROBLEM:
Site inspection of instrument racks supplied by Mercury under Purchase Order NY-435134 revealed that bolting materials used to secure instruments to the racks did not conform to material recommended for seismic duty by the instrument suppliers.
In a subsequent letter from Mercury dated September 11, 1985, Mercury stated that counting hardware for the Harris Project was not specified, therefore it was drawn from stock. Mercury has stated that all bolts, studs, u-bolts, and nuts used for mounting this instrumentation are Carbon Steel 306 Grade 2.
Bolting hardware has not been addressed by Mercury in their seismic report submitted for this purchase order.
SAFETY IMPLICATIONS:
Use of inadequate bolting material to secure instruments to the racks could result in these instruments failing during a seismic event.
REASON DEFICIENCY IS POTENTIALLY j
REPORTABLE:
As of this date, CP&L has not confirmed the seismic adequacy of the bolting materials used by Mercury for these racks.

CORRECTIVE ACTION:
Hardware used by Mercury to secure seismic instrumentation to instrument racks is being tested to verify adequacy to support instrumentation based on the seismic profile developed for the Harris site. Should any mounting hardware.' prove inadequate, then this item will be reportable and subject nonconforming hardware will be replaced with appropriate, seismically tested hardware.
1 FINAL REPORT: A final report will be issued once the corrective action 3
described above is completed. This completion is currently anticipated by December 16, 1985.
