NRC INTEGRATED INSPECTION REPORT NOS. 50 325/97 08, 50 324/97 08
Dear Mr. Hinnant:
On July 5,1997, the NRC completed an ins >ection at your Brunswick reactor
facility. The enclosed report presents t7e results of that inspection.
During the six weeks covered by this inspection period, our ins)ectors found
that your staff generally took a safety conscious approach to tie activities
conducted at the Brunswick plant. We are concerned that for violation A your
staff failed to enter a limiting condition for operation and obtain the
required management approval for extension of an operability assessment. We
are concerned because plant operating limitations were not properly addressed.
We are also concerned about violation E because transient combustible material
was stored in a archibited fire separation zone even though a sign clearly
indicated that t1ey were not allowed.
These violations are cited in the enclosed Notice of Violation and the
circumstances surrounding the violations are described in detail in the
i
enclosed report.
Please note that you are required to respond to this letter
i
and should follow the instructions specified in the enclosed Notice when
preparing your response. The NRC will use your response, in part, to
determine whether further enforcement action is necessary to ensure compliance
with regulatory requirements.
In accordance with 10 CFR 2.7R of the NRC's " Rules of Practice," a copy of
this letter and its enclosures will be placed in the NRC Public Document Room
(PDR).
