Dear Mr. McCoy:

By letter dated May 29,1997, Southern Nuclear Operating Company (SNC), the licensee, submitted the inservice inspection (ISI) program for the Vogtle Electric Generata,g Plant (Vogtle), Units 1 and 2 second 10 year interval. SNC also requested expeditious evaluation of four relief requests included in the May 29,1997, submittal (RR 17, RR 22, RR 25, and RR 26).

Enclosed is a description of additionalInformation required by the staff in order to complete its review of these four relief requests, Please provide the requested information as soon as practical. 1. Scope / Status of Rapview In accordance with Title 10 of the Code of Federal Raoulations (10 CFR) Sections 50.55a(c)(3),

50.55a(d)(2), and 50.55a(e)(2), the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (ASME Code) cases may be used as altomatives to Code requirements.

Code cases that the NRC has approved for use are listed in Regulatory Guide 1.147, inservice inspection Code Case Acceptability, with any additional conditions deemed necessary by the NRC.

Code cases Det referenced in Regulatory Guide 1.147 may be adopted only if authorized by the NRC on a case-by case basis. In some cases, unapproved Code cases may be acceptable for use when certain conditions are included. To ensure consistent implementation, licensees proposing  !

- the use of currently unapproved Code case (s), must commit to such conditions, if applicable.

By letter dated May 29,1997, the Southern Nuclear Operating Company, Inc. (the licensee) submitted the inservice inspection (ISI) program for the Vogtle Electric Generating Plant's second 10-year interval. The licensee also requested the expedited evaluation of four requests for relief contained in that submittal (Request for Reliefs RR-17. RR 22, RR-25, and RR 26). The information provided by the licensee regarding these requests has been reviewed by the NRC staff.

2. AdditionalInformation Raouired Based on the above review, the staff has concluded that the following information is required to complete its review of the licensee's submittals.

A. Pursuant to 10 CFR 50.55a(a)(3)(i), the licensee proposed to use the provisions of Code Case N-533, Altemative Requirements for VT-2 VisualExamination of Class 1 Insulated Pressure-Retaining Bolted Connections,Section XI, Division 1. In addition, the licensee proposed to extend the use of this Code Case to Class 2 and 3 components. Since this Code Case is applicable to Class 1 systems only, the NRC staff has determined that when '

extending Code Case N 533 to Class 2 and 3 systems, the insulation must be removed once o

each refueling outage to examine connections for evidence of leakage. The staff requires confirmation that this provision will be met. In addition, confirm that all other provisions of the Code Case, and related requirements of the Code (i.e., evaluation in accordance with IWA-5250), will be met.

B. Pursuant to 10 CFR 50.55a(a)(3)(i), the licensee proposed the use of Code Case N-544,

. Repair and Replacement of Smallitems,Section XI, Division 1, in lieu of the repair and replacement requirements of the Code. Under subsection -2400, the Code Case states:

A repair / replacement plan, pressure testing, services of an Authorized Inspection Agency, and completion of NIS-2 forms are not required.

!. smaller, in addition, this Code Case appears to circumvent other Code requirements (i.e.,

l- the oversight of an Authorized Nuclear inspector). Considering that this Code Case applies

. to all safety class systems, including Class 1 systems, describe how an acceptable level of quality and safety will be provided without the performance of pressure testing following a repair.

C, Pursuant to 10 CFR 50.55a(s)(3)(l), the licensee proposed to Use Code Case N 566, Corrective Action for Leakage at Bolted Connections,Section XI, DMslon 1, in lieu of the corrective measures specified by the Code for leakage at bolted connections, This Code Case is currently being reviewed by the NRC staff and, as of yet, has not been found acceptable Other licensees have proposed acceptable altematives to the requirements of IWA-5250(a)(2) that have included a detailed and well defirad evaluation of the bolting and the bolted connection. Considering that Code Case N 566. as currently written, will probably:

not be authorized in the near future, discuss the intended action regarding this Code Case,
