Dear Mr. McCoy:

By letter dated May 29,1997, Southern Nuclear Operating Company, Inc. (SNC), submitted the Vogtle Electric Generating Plant, Units 1 and 2 (Vogtle), secor d 10 year interval inservice inspection program with associated requests for relief from certain provisions of the American Society of Mechanical Engineers (ASME) Doller and Pressure Vessel Code (ASME Code),

Section XI.

On October 24,1997, the staff issued its safety evaluation of the SNC requests for relief related to ASME Code provisions for certain pipe weld examinations, smallitem repair and replacement criteria, corrective actions for leakage at bolted connections, and insulation removal to support certain visual examinations (RR 17, RR 22, RR 25, and RR 26). The staff has also completed its review of RR 28, which requests approval for the use of ASME Code Case N 508-1 as an alternative to ASME Code provisions for snubber and pressure relief valve testing. The staff concludes that the proposed alternative in RR 28 provides an acceptable level of quality and safety, and is therefore authorized pursuant to 10 CFR 50.55a(a)(3)(i). The basis for this conclusion is described in the staff's Safety Evaluation (enclosed).
