Dear Mr. Carey:

Subject:

Beaver Valley Unit 1, Instrumented Inspection Technique (IIT)

(TAC 61349)

By letter dated April 22, 1986, Duquesne Light Company requested approval to use an alternative inspection method to meet the requirements of Section XI of the ASME Code for inservice pressure tests at Beaver Valley, Unit 1. The alternative testing method, Instrumented Inspection Technique (IIT), is described in a topical report submitted to the NRC by HAFA International Incorporated in a letter dated April 4,1985 to demonstrate that the proposed alternative would provide an acceptable level of quality and safety as required by 10 CFR 50.55afa)(3).

We have completed our review and evaluation of the topical report and have determined that the alternative testing method provides added assurance of system and component structural integrity and leak tightness when compared to conventional pressure testing and is, therefore, an acceptable alternative.

(Letter, Thomas of NRC to Askwith of HAFA, dated November 7,1985).

Therefore, your request to use the IIT described in the HAFA International Topical report of April 4,1985 on the systems identified in your letter of April 22, 1986 is approved. This completes our work and no further actinn regarding approval of this technique is required on your part. If you have any questions, please feel free to contact your Project Manager, Mr. P. Tam;
