SUBJECT:

RESPONSE TO 298TH ACRS MEETING FOLLOW-UP ITEMS This responds to your February 26, 1985 memorandum which requested information regarding emergency evacuation procedures during seismic events from ot.her coun-t.ri es. The memorandum also requested earthquake emergency planning studies of the San Onofre and Diablo Canyon plants. The San Onofre study is enclosed (Enclosure 1). The complete report on Diablo Canyon is a three volume study and for this reason we have enclosed only the Table of Contents and the Executive Summary (Enclosure 2). For his convenience, Dr. D. Okrent may wish to request reproduction of selected chapters rather than the entire study. Mrs. Shirley Simonds at 492-9622 is the. contact and will be pleased to help.

In addition, we have enclosed the Virgil C. Sumer plant's Emergency Plan Procedure (EPP-015) e for Natural Emergency (earthquake, tornado), Revision 5, dated January 23, 1985 and EPP-012 which is a companion procedure dealing with Onsite Personnel Accounta-bility and Evacuation, Revision 5 (Enclosure 3). These items are being sent along as representations of the types of procedures being written by utilities today.

Mr. D. I. Carter, the United Nations Office of Disaster Relief Co-ordinator, in Geneva, Switzerland, at the request of Mr. Harold Collins of the IAEA, supplied the enclosed information regarding emergency evacuation procedures and related problems as viewed by certain foreign entities (Enclosure 4).
