SUBJECT:

IMPORT SHIPMENT OF HEU, O' HARE, CHICAGO, 4 MAY 1976 1.

This memorandum summarizes my observations of the safeguarding of an import SSNM shipment from the French Atomic Energy Comission to GAC, Piketon. The shipment was about 60K of UF, enriched to 80% (50K) 6 and 47% (10K) in U235 The shipment was loaded in seven 6M containers, each of which weighed about 300 pounds. The licensee was Trans nuclear, Inc. Value of the shipment was $735,000.

The carrier was Air France.

The domestic carrier from Chicago to Piketon, Ohio was Tri State.

The shipment arrived at the tenninal site for unloading at 7:25 P.M.

.Four inspectors from Region III (3 safeguards, I safety) were present.

This exceed the usual monitor of one inspector which is prescribed by

l regulation. Trans Nuclear was represented by an agent, Brinks. This i

armed party of three consisted of the field supervisor (a captain) and two guards normally employed as site guards at Dresden.

Tri State had three armed guards and two supervisors (more than usual, since TSMT was making a test run of a CB equiped escort in preparation for new licens-l ingconditions). Air France was represented by the freight terminal manager, who is habitually present for nuclear shipments. Transfer to Tri-State was completed by 10 P.M.

The arrival was about three hours behind schedule due to a minor l

mechanical delay at Montreal. The SNM was palletized.

It was one of i

twenty pallets, shipped in the attended (upper) level of the plane.

could easily have been man-handled by one individual, i

Seals were intact and agreed with shipping numbers with one minor exception. The safety monitoring was well within prescrioed limits.

As in most cases of responsibility transfer, it was nearly impossible to determine "who was in charge." Air France is responsible until custody is passed to Tri State.

The armed Pinkerton guards are agents of Trans nuclear and take part only in the paper turnover of receipts. The Tri State guards, who are armed, operate independently and focus their atten-tion on their truck and trailer. So, we have three separate protection units, each of which operates quasi-independently of the other.

Fortu-nately, this lack of coordination and unity of planning against attack is over compensated by the geographic fact that the transfer occur virtually on the doorstep of the-Chicago Police headquarters which is responsible for the police of 0' Hare. One hundred four patrol units operate out of this police station and from thirteen to twenty four are on active patrol around the clock. Thus, the unloading and transfer procedures, despite the present lack of coordination.are relatively non vulnerable to attack.

Since the closure of Kennedy Airport to import-export air shipment virtually all these shipments enter or leave through the Consolidated Terminal at O' Hare. This may change in the future, as other airports of entry or departure came into use, but for the short run a fix on procedures here would cover all shipments which are under NRC purview.

I reconnend the following action:

Require Transnuclear to prepare a plan for terminal procedur? which would define exact responsibility and methods for transfer of.esponsi-bility. Coordination with Air France, (Luf thansa), Chicago Police, Pinkerton and Tri State will be necessary. As I have said previously, the present system is not particularly vulnerable. At the same time, a relatively simple coordination plan would make the system even better, and would cost nothing more than coordination time. Both Region III and NRC Headquarters should cooperate in developing this plan.
