SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT N0. 2 TO OPERATING LICENSE N0. NPF-42 Y

INTRODUCTION By letter dated March 4,1986, and supplements thereto dated July 29, 1986 and September 18, 1986, Kansas Gas and Electric Company requested several changes to the Technical Specifications for the Wolf Creek Generating Station, Unit 1.

The requested changes involve two title changes, a change in reporting relation-ship, the correction of typographical errors, addition and deletions of groups from the Unit Organization figure, and the addition of positions and groups to the Nuclear Safety Review Committee. These changes would affect Figures 6.2-1 and 6.2.2, and Section 6.5.2.2 of of the plant Technical Specifications.

EVALUATION The first requested revision would change the title Procurement & Materials Superintendent, Figure 6.2-1, to Procurement & Vaterial Manager. This is an administrative change that does not constitute a change in reporting relation-i ships or overall organizational commitments and is, therefore, acceptable.

Another revision requested by the July 29 letter would change the title Manager Construction shown in Figure 6.2-1 to Manager Facilities and Modification.

The second revision would change the reporting relationship of onsite Emergency Planning, Figure 6.2-2, from the Supt. of Regulatory, Quality and Adn.inistra-tive Services to the Supt. of Plant Support. This does not constitute a change in job responsibilities, or overall organizational commitments.

It does change reporting relationships, but the staff feels that the new relationship will en-hance the ability of the Superintendent of Plant Support to manage several related functions in a coordinated way - Emergency Planning, Fire Protection, Security, and Safety. We find this revision acceptable.

An additicnal July 29 revision would change the reporting relationship of the Manager Licensing from the Manager Nuclear Services to the Director (Vice President, when the new operating organization goes into effect) Engineering and Technical Services shown in Figure 6.2-1.

This does not constitute a change in job respcnsibilities or overall organizational commitments. This new reporting relationship should enhance the role of the Manager Licensing and provide added upper management visibility of licensing issues.

Therefore, we find this revision acceptable.

The next three changes in the March 4 request rectify clerical errors present in the Wolf Creek Generating Station, Unit No. 1, Technical Specifications. The titles Manager Operations Support, Figure 6.2-1, and Ops Coordinator Planning and Projects, Figure 6.2-2, are being corrected to read manager Nuclear Opera-tions Support and Ops Coordinator Projects and Planning, respectively.

In addition, the spelling of Security, Figure 6.2-2, is also being corrected.

These changes are acceptable.

The following four changes are being made to Figure 6.2-2 in order to more ac-curately reflect the organization. The Safety and Medical groups, reporting to the Supt. of Plant Support and the Supt. of Regulatory, Quality and Administra-tive Services, respectively, are existing groups being added for completeness.

The Computers group, reporting through the Instrument & Controls group to the Supt. of Technical Support, is being deleted from the Figure in order to re-flect a consistent level of organizational detail.

The Utility Helper position, reporting through Ops Coords-ops to the Supt. of Operations, is being deleted since this position no longer exists.

According to the licensee, the Utility Helper function is fulfilled by personnel in other existing positions. These changes do not constitute a change in reporting relationships or overall organ-izational comitments and are acceptable.

Three revisions to Figures 6.2-1 and 6.2-2 have been requested in order to indicate positions and groups that have been added to the Nuclear Department organization.

In Figure 6.2-2 a Compliance group is being added to the Unit Organization. This group reports to the Supt. of Regulatory, Quality and Administrative Services.

The position Supervisor Project Plans & Schedule, reporting to the Director Engineering and Technical Services, and the position Manager Engineering & Technical Services Support reporting to the Director Engineering and Technical Services, have been added to the Offsite Organization shown in Figure 6.2-1.

Since these revisions represent organizational enhance-ments and augmentations and do not affect any existing reporting relationships or overall organizational commitments, we find them acceptable.

Another July 29 change would add the position Nuclear Coordinator to 5he Nuclear Safety Review Comittee (NSRC) in Section 6.5.2.2.

By letter dated September 18, 1986, the licensee provided the qualifications requirements for this position.

Because the qualifications for this position are the same as those for other menbers of the NSRC, this will not reduce or dilute the level of expertise on that committee and is, therefore, acceptable.

l Section 6.5.2.2 is being revised to change the Nuclear Safety Review Comittee (NSRC) membership list. These changes reflect a Nuclear Department organiza-tional change, which deleted the position Manager Licensing and Radiological Services, and the recent retirement of the Vice President Engineering.

First, the NSRC membership list is being revised to read Manager Licensing rather than Manager Licensing and Radiolcgical Services. The Manager Radiological Services and Manager Licensing report directly to the Manager Nuclear Services, who is the NSRC Chainran.

Thus the Manager Nuclear Services can fully address issues involving Radiological Services, while the Manger Licensing is present as a comittee member to address licensing issues. Second, the NSRC membership list is being revised to read KCP&L Senior Director of Nuclear Affairs rather than Vice President-Engineering.

Kansas Gas and Electric Company's Vice President-Engineering recently retired. His position on the NSP,C is being filled by Kansas City Power & Light Company's Senior Director of Nuclear Affairs who has extensive experience in the nuclear industry.

Since the re-quested revisions do not appear to affect the level of experience present in the NSRC and since the same technical and management responsibilities are still represented, we find these changes acceptable.

The remaining July 29 changes result from a proposed reorganization of the Ouality Branch. The position of Manager Quality Assurance (Home Office) will be eliminated. The responsibilities of this position will be transferred to two new positions-Manager Supplier Qualit Formerly Manager Quality Assurance (WCGS)y, and Manager Quality Assurance,

, as shown in Figure 6.2-1.

Section 6.5.2.2 will also be changed to show the Manager Quality Assurance (Home Office). Because the qualifications for membership on the NSRC will not change, and because the organizational changes should provide a more efficient quality assurance organization, we find these changes acceptable.

ENVIR0_NMENTAL CONSIDERATION This amendment involves changes in recordkeeping, reporting or administrative procedures or requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).

Pursuant to 10 CFR 51.22(b) no environnental impact statement or environmental assess-ment need be prepared in connection with the issuance of this amendaent.

CONCLUSION The Commission made proposed determinations that the amendment involves no significant hazards consideration which were published in the Federal Register (51 FR 27285) on July 30, 1986, and (51 FR 29001) on August 13, 1966, and con-I sulted with the state of Kansas. No public coments were received, and the state of Kansas did not have any concents.

We have concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
