Inspection 50-334/86-06

This refers to the routine resident safety inspection by Mr. W. Troskoski on Hard

11 - April 18, 1986, at the Beaver Valley Power Station, Unit 1, Shippingport,

Pennsylvania.

The inspection consisted of document reviews, interviews and obser-

vation of activities. The findings were discussed with Mr. J. Sieber of your staff.

Areas examined during this inspection are described in the NRC Region I Inspection

Report which is enclosed with this letter. Within these areas, the inspection

consisted of selective examinations of procedures and representative records, in-

terviews with personnel, and observations by the inspector.

Based on the results of this inspection, it appears that certain of your activities

were not conducted in full compliance with NRC requirements, as set forth in the

Not. ice of Violaticn-and Notice of Deviation, enclosed herewith as Appendix A and

Appegdix B.

The violations have been categorized by severity level in accordance

with the " General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C (1985).

You are required to respond to the enclosed

Notices, and in preparing your responses, you should follow the instructions

specified therein.

In addition, we are concerned with the circumstances surrounding violation B.

The

surveillance procedure was performed by vendor personnel in many plant fire zones

for an extended period of time.

Although your staff routinely reviews all com-

pleted surveillance tests and randomly accompanies the vendor during their conduct,

the surveillance performance weaknesses were not previously identified.

Your re-

sponse should specifically address those actions to prevent recurrence.

The responses directed by this letter and the accompanying Notice are not subject

to the clearance procedures of the Office of Nanagement and Budget as required by

the Paperwork Reduction Act of 1980, PL 96-511.
