SUMMARY

This revision incorporates ESR 97-00598 which provides temporary cooling for the Control Room while the condensing units are being replaced. The revision adds a Technical Specification reference to Attachment 5 and adds steps to the earthquake guidance. This revision also adds a step to secure service water chlorination if the intake canal level reaches 4 feet and makes some clerical corrections.

'a) Hurricane Watch Issued (1) SURVEY all outside areas to determine potential damages and preventive measures.

(c) ENSURE all outside cranes are secure.

(d) SWITCH on all outside lights.

(h) VERIFY or INSTALL a temporary gas or diesel driven pump and a temporary electric sump pump at the Storm Drain Collection Basin per 00P-54.

The maximum pressure on the discharge header ahall not exceed 50 psig.

(b) CONTACT the Meteorological Support, U.S. Weather Service, or boad Dispatcher to determine the predicted flood crest time and level.

(c) VERIFY the proper operation of sump pumps.

(d) OPERATE sump pumps and portable pumps, as required, to control water level inside the buildings. MONITOR UA-12, UA-28, and the flood status panel on XU-51 in conjunction with local tours to determine if any areas are being flooded.

(e) OPERATE the temporary gas / diesel pump and the temporary electric sump pump as required to pump down the Storm Drain Collection Basin. Encure E&RC is notified for sampling prior to operation of temporary pumps. The maximum pressure on the discharge header shall not exceed 50 psig. The temporary pumps shall not be allowed to run without sufficient water volume in the basin to prevent dry operation of the pumps.

4 NOTE: Releasing water directly to the discharge canal through the storm drain basin overflow valven is prohibited by the NPDES permit except Where unavoidable to prevent loss of life or severe property damage.

Where excessi ve storm drainage or run of f would damage any facilities r.acessary of the NPDES permit.

(3) Recovery From Site Flooding (a) VERIFY from the Meteorological Support, U.S.

Weather Service, or Dispatcher that the flood has created and is not likely to reoccur.

(E) WHEN the flood has receded and areas are accesuible, THEN PERFORM the following actions:

(1) INSPECT all areas and equipment submerged by water.

(2) CLEAN all areas and flush piping, sumps, etc., as required.

(3) WHEN.all the sump levels are normal, DIEJ REMOVE all portable pumps.

(4) MEGGER all electrical equipment, power and control cables submerged by water; INITIATE appropriate maintenance procedures, such as heating, drying, etc.,

to restore their insulation values.

(5) IE storm drain basin overflow valves were opened to maintain level, THEN. ENSURE closed per 00P-54 Section 8.2.

(6) Refer to 00P-54 for removal of the temporary gas / diesel pump and the temporary electric sump pump and the temporary check valve to restore the Storm Drain Collection Basin discharge header to normal configuration.

(b) IE unable to restart any lost ocean discharge pump (s) , IHEN STOP circulation water intake pump (s ) , as necessary, to maintain discharge canal level.

(C) ATTEMPT to keep at least one ocean discharge pump running on each ocean discharge pipe..

(d) 1E the Caswell Beach Substation is lost, IHEN

-OPEN the 23 KV feeder &HQ PLACE under clearance.

(c) SHUT DOWN the plant &HD PLACE in a safe condition.

(f) 1E Caswell Beach pumping station is lost, THEH MAINTAIN the condenser available as a heat-sink as long as possible.

(3) Recovery From Caswell Beach Flooding (a) HHEH Caswell Beach is accessible, IHEH PERFORM the following actions:

(1) INSPECT all equipment submerged by water.

(2) CLEAN all aveas ahd flush piping, sumps, etc. , as required.

(3) WHEN all the sump levels are normal, THEN REMOVE all portable pumps.

(4) MEGGER all electrical e@ipment, power and control cables submerged by water &HD

(5) REPLACE QB REPAIR all damaged equipment, its parts, instruments or controls.

(6) RESTART Caswell Beach equipment as conditions permit.

(5) Tornado (a) Tornado Watch (1) SURVEY all outside areas to determine potential damages and preventive measures.

(2) REVIEW all LCOs for equipment out of service.

(3) EXPEDITE the retu.n to service of all safety equipment, especially equipment required for loss of off-site power.

(4) If time permits, IEEH PERFORM the followings (a) VERIFY all doorc on transformer cubicles, switchyard cubicles, fire hose cubicles, other cubicles and panels in outside areas are properly closed.

(b) VERIFY all gas bottles and fire extinguishers are properly secured.

(c) ENSURE all outside cranes are secure.

(d) SWITCH on all outside lights.

NOTE: A Control Operator key can be used to unlock SYA and SYB Cabinet doors. Notify security prior to unlocking these doors.

(h) INITIATE a plan to inspect all plant equipment and evaluate damage as soon as practical.

4.0 GENERAL This abnormal operating procedure partially fulfills the requirements of Regulatory Guide 1.33, Quality Assurance Program Requirements (Operation)

(November 1972) and PegulaLory Guide 1.155, Station Blackout.

Brunswick is geographically located in close proximity to the Atlantic coastal storm track and has an approximate grade elevation of 20 feet above mean sea level (MSL). Hurricanes and tropical storms are therefore, the most extreme weather phenomena that affect the site area.

Potential subsequent flooding should be considered even though the plant structures were designed to compensate, via installed sump pumps, for a maximum site flooding depth of'22 feet above MSL during the maximum probable hurricane. Tornados shou'd also be a concern since they are frequently observed to be associated with hurricanes and tropical storms.

Transformers, switchyard equipment, and transmission lines are very vulnerable to high speed wind conditions. Therefvre, a loss of off-site power *hould be expected. Other equipment and structures in the outside areas are likely to be damaged and supplemental precautionary measures should be taken.

Brunswick Units have been designed to mee a Design Basis Earthquake (DBE) of 0.16g ground acceleration at the Reactor Building F0undation.

This correlates to an earthquake with a magnitude of ~6.0 .n the Richter Scale. An ei ethquake with a magnitude of -7.0 on the Ricater Scale

. occurred in Charleston, S.C., on August 31, 1886.

ATTACHMENT 4 EARTHQUAKE ACCELERATION DETERMINATION PURPOSE To provide instructions for operacia.. the Strong Motion Accelerogr. 5 System (SMA-3) and the Magnetic Tape Playbac. System (SMP-1) for retrieval 4 analysis of the magnitude of earthquak acceleration immediately following a seismic event.

PROCEDURE Initials NOTE: This procedure requires the following equipment:

From the 9S Kevlocker Key #79 i Two blank Kinemetrics tape cassettes (Kinemetric Part No. 700030; 1 CP&L Part No. 733-815 43, Location IBB3J4).

1 From the Tool Room:

One stopwatch,

1. VERIP'1 the Event Alarm light on the strong motion accelerograph panel is off.

NOTE: Steps 2.a through 2.g of this procedure are time sequenced.

The times should be stopwatch accurate; therefore, turn the key switch with as close to a snap action as possible.

2. RECORD a calibration record on the magnetic tape cassettes as follows:
a. TURN the key switch (clockwise) to test for ten seconds,
b. TURN the key switch (clockwise) to CALIBRATE E HOLD for two seconds (or less).
c. TURN the key switch (clockwise) to NATURAL FREQUENCY M HOLD for two seconds (or less).
d. TURN the key switch back (counterclockwise) to CALIBRATE AND HOLD for two seconds.
e. TURN the key switch back (counterclockwise) to TEST E HOLD for ten seconds,
f. TURN the key switch (counterclockwise) to OFF M WAIT 20 seconds for the time delay to reset.

9 TURN the key switch to OPERATE AND REMOVE the key.

h. VERIFY the AC ON indicator lamp is on.

5. LOAD the cassette into the magnetic tape playback unit, label s34s out.

l l 6. PLACE / VERIFY the Power Select switch in AC RUN. (BATTERY RUN may be selected if AC power is not available.)

ENSURE that the tape runs smoothly.

8 REWIND the tape by pulling down and to the left on the slide handle.

9. TURN the cassette tape Transport On/Off svitch to OFF.
10. T1501 the Stylus Drive On/Off switch to ON.
11. PLACE hED HOLD the Stylus Drive RUN/ CAL /ZERO switch to ZERO and use the position control-to center the stylus. This is best done with the Chart Drive switch in 25 mm/see to overcome stylus friction.
12. RELEASE the Stylus Drive RUN/ CAL /ZERO switch.
13. TURN / VERIFY the Oain Factor switch to 10.
14. TURN the Channel Select switch to Channel 1 to playback the signal from the longitudinal axis of the accelerometer.
15. TURN the Chart Drive switch to the desired speed.
16. TURN the cassette tape Tran9 port On/Off switch to ON.
17. EHEN the recording is over (timing marker on right hand side of chart paper stops marking), THEN REWIND the tape by pulling the slide handle down to the left.
18. 71501 the cassette tape Transport on/Of f switch to OFF.
19. TURN the Channel Select switch to Channel 2 to playback the

_ signal from the traverse axis of the accelerometer.

28. REVIEW the charts recorded from the cassette to determine the earthquake acceleration.

29. IE acceleration exceeded 0.08g, THEN PERFORM the appropriate supplemental actions in Section 3.0 of this procedure.
30. If acceleration exceeded 0.10g (off scale), IHEU PERFORM the following steps:
a. TURN the Gain Factor switch to 4.
a. REPEAT StepL 14 through 27 of this attachment.

NOTE: The centerline of the chart is 0.00g. With a gain factor of 4, each dark demarcation on the chart paper is 0.05g. (Full scale deflection is 0.25g.)

c. REVIEW the charts to determine the actual earthquake acceleration for evalua' ion and classification of the event.
31. If tne acceleration did not exceed 0.08g, THEN PERFORM the following:
a. REMOVE the cassette frc~ the magnetic tape playback unit.
b. REPEAT Steps 3 through 5; 7 through 9, and 13 through 30 of this attachment for the other tape.
c. PERFORM the appropriate supplemental actions in Section 3.0 of this procedure.

ATTACHMENT 5 COMPENSATORY ACTIONS FOR CONTROL ROOM HEAT REMOVAL PURPOSE To provide guidance for removing heat from the Control Room via the smoke removal dampers located in the Control Building Mechanical Equipment room in the event of long term loss of Control Room Air Conditioning Units.

PROCEDURE l

HOTE: The following actions will require consideration of several items prior to implementing.

1. Effect of a chlorine hazard. The chlorine tank car shall be isolated as a minimum and should be removed from s'te.
2. This procedure opens Security doors, Security requirements must be in place.
3. Environmental Conditions - CONTACT E&RC for any additional monitoring requirements.
4. This procedure opens Fire doors. CONTACT LPU prior to securing doors open.
5. REFER to Technical Specification 3.7.2, Control Room Emergency Ventilation System.
