PART 1 Figure 6.1-1: Offsite Organization This figure shows the offsite groups that provide technical and management support for the station. The organizational arrangement for performance and monitoring of Quality Assurance is also indicated.

1. The following positions and organizations have been deleted from the chart since they do not provide technical and management support or monitor Quality Assurance activities (see marked-up original Figure 6.1-1):
a. Executive Vice President (Purchasing, Divisions)
b. Manager of Projects
c. Vice Chairman, Vice President (Fuel and Budgets)
d. Division Vice President and General Manager (Fossil Stations)
e. Site Project Engineer, Field Engineers
2. Manager of Nuclear Safety - title change from Director of Nuclear Safety.
3. The reporting relationships under the Vice President (Nuclear Operations) have been modified to improve management control and enhance regulatory performance. These changes were developed to support six operating nuclear stations.

There are three Assistant Vice Presidents now reporting to the Vice President (Nuclear Operations).

a. One Assistant Vice President retains responsibility for managing the activities of the Station Nuclear Engineering and Nuclear Licensing departments,
b. The position of Division Vice President and General Manager Nuclear Stations has been changed to Assistant Vice President and General Manager Nuclear Stations. This position retains responsibility for the safe and reliable operation and maintenance of the nuclear stations. Reporting to him are:
1. Two Division Vice Presidents Nuclear Stations - one for Dresden, Quad Cities and Zion, one for LaSalle County, Byron, and Braidwood (when completed). These individuals provide direction to the respective Station Managers regarding day-to-day activities and are assisted by an Operations Manager. The Station Manager reports to the respective Division Vice President Nuclear Stations.

2. Maintenance Manager provides functional direction to the nuclear stations regarding maintenance activities.
3. Regulatory Assurance Superintendent - a new position responsible for monitoring, investigating and communicating to corporate management station compliance with regulatory requirements.
c. A new Assistant Vice President has been created with the responsibility for managing certain support services provided to the nuclear stations. He administers and controls these services through the managers and directors who report to him:
1. The Technical Services Manager has responsibility for providing technical support in the areas of operational chemistry, radioecology, emergency planning, quality control, and fire protection.

Note: This position formerly reported to the Division Vice President and General Manager Nuclear Stations.

2. The Radiation Protection Director. This position formerly reported to the Technical Services Manager.
3. Nuclear Puel Services Manager. This position formerly reported to the Assistant Vice President for engineering and licensing.
4. Nuclear Security Director. This position formerly reported to the Division Vice President and General Manager Nuclear Stations.
5. Production Training Manager. This position formerly reported to the Executive Vice President.

The reorganization noted above (3.c.1-5) places these services in the proper functional area of the present corporate organization.

PART 2 OA ORGANIATION OA Response to NRR Reviewer Questions A) The NRR Reviewer requested additional information for the following change to Section 6.1.G.2.b, Audit Function:

"Either of the above, or designated corporate staff or supervision approved by Manager of Quality Asssurance, shall approve the audit agenda and checklists, the findings and the report of each audit."

Response: This proposed change is intended to give the Manager of Quality Assurance flexibility to designate in writing a qualified corporate staff member or station Quality Assurance Supervisor to approve audits should the Directors be unavailable.

B) The Reviewer requested additional information on the new position Operations Quality Assurance Manager shown in the Quality Assurance Organization chart.

Response: The position Operations Quality Assurance Manager in the Corporate organization was added to increase the number of upper level department managers committed to operating stations. It also serves to better distribute the workload among the corporate level managers as the stations previously under construction are licensed to operate, and to strengthen and enhance communications between Site Quality Assurance and Corporate Quality Assurance.

PART 3 Figure 6.1-2: Station Organization, The Station Organization reflects several chEnges the intent of which are to focus management resources on regulatory improvement and to enhance management effectiveness.

1. Station Manager - title change from Superintendent.
2. Production Superintendent - new position. This individual manages the day-to-day operating and maintenance activities of the station, both during unit operation and during outages. The Production Superintendent is also responsible for controlling the work of non-station personnel. Reporting to the Production Superintendent are the Assistant Superintendent Operating and Assistant Superintendent Maintenance:
a. Assistant Superintendent Operating - title change from Operating Assistant Superintendent.

The responsibilities and subordinate organization for this position remains unchanged. The chart has been clarified to show that the Shift Foreman receives direction from the Shift Engineer and is responsible for supervising the activities of operators outside the Control Room.

b. Assistant Superintendent Maintenance - title change from Maintenance Assistant Superintendent.

The responsibilities and subordinate organization for this position remain unchanged.

c. Assistant Superintendent - Work Planning - This is a new position which coordinates the work at the station and helps place increased emphasis on work that potentially could affect day to day operations.
3. Services Superintendent - new position. This individual is responsible for supporting the production activities of the station, managing intra-station services, and coordinating technical services provided to the station. The following personnel report to the Services Superintendent:
a. Assistant Superintendent Technical Services - title change from Administrative and Support Services Assistant Superintendent and realignment of responsibilities. The Assistant Superintendent Technical Services has responsibility for managing the day-to-day activities of the Technical Staff, Radiation Chemistry, and Quality Control departments. The supervisors of these departments report to him.

Although he reports to the Assistant Superintendent Technical Services, the Rad Chem Supervisor has direct access to the Services Superintendent and Station Manager in order to resolve questions related to the conduct of the Radiation Protection Program.

The chart has been clarified to indicate chemists and Health Physicists in the Rad Chem Organization.

Rad Chem Technician - title change from Radmen.

b. Office Supervisor - no changes.
c. Station Security Administrator - no changes.
d. Training Gupervisor - This change in reporting relationship (from the Personnel Administrator) places the training service within the proper functional area of the station organization.
e. Regulatory Assurance Supervisor - a new position responsible for monitoring, investigating, and reporting to senior station management compliance with regulatory requirements.
4. Industrial Relations Supervisor - title change from Personnel Administrator to more accurately reflect the function of this position.
5. Station Quality Assurance Supervisor and Staff - [ title change from Quality Assurance Engineer or Inspector.]

(This group has been deleted from Figure 6.1-2 as it is not part of the station staff. It is shown in Figure 6.1-1.)
