By letter dated July 30, 1987 and supplemented on October 27, 1987 and '

December 30, 1987 you submitted the Pilgrim Nuclear Power Station Restart Plan for our review. The staff has completed its review of your submittals including the April 14 and May 16, 1988 responses to our March ifs,1988 request for additional information.

We indicated in our May 6, 1988 letter that the NRC staff has concluded that I the Plan provieles a suitable framework for responding to our request for a self evaluation of restart readiness as described in the update of Confirmatory Action Letter (CAL) 86-10 dated August 27, 1986. As stated in the May 6, 1988 letter the effectiveness of implementing the Plan will be verified at a later date.

This completes our action related to the above referenced TAC number.
