Gentlemen:

, In accordance with the provisions oi' 10 CFR 50.90, as required by 10 CFR 50.59(c)(1), Georgia Power Company hereby proposes a change to the Plant Hatch Unit 1 and Unit 2 Technical Specifications, Appendix A to Operating Licenses DPR-57 and NoF-5.  !

4 The proposed change simply adds a throttling requirement to the [

plant service water (PSH) pumps at low river level and is submitted at L the request of the NRC. This change supplements the proposed Technical ,

Specifications revision pertaining to river level submitted to the NRC by i GPC on September 9, 1986. The revised Technical Specifications submitted on September 9,1986, based the allowable river level on the requirements for sate shutdown of the plant, rather than full-power operation.

The Plant Review Board and the Safety Review Board subcommittee have '

reviewed the proposad changes. Since this submittal adds a requirement to the September 9,1986, submittal, it h consistent with Item (ii) of the "Examples of Amendments that are Considered Not Likely to Involve i Significant Hazards Considerations" listed on page 14,870 of the April 6,

1983, issue of the Federal Reaister. The 10 CFR 50.92 evaluation contained in the previous submittal is still valid. *

Enclosure 2 provides page change instructions for incorporating the I proposed changes into the Plant Hatch Unit I and Unit 2 Technical Specifications. The proposed changed Technical Specifications pages ,

follow Enclosure 2. Note that the throttling requirement was added to the proposed pages submitted on September 9, 1986, not to the current Plant Hatch Technical Specifications pages.

Encloture 1 provides documentation from our vendor on pump submergence requirements.

Paymen' of a filing fee is not required, since this submittal supplements our submittal of September 9,1986, in which the filing fee '

was enclosed.

In accordance with the requirements of 10 CFR 50.91, a copy of this [

RIVER LEVEL BASIS FOR CHANGE RE00EST By letter dated September 9,1986, Georgia Power Company (GPC) submitted a proposed Technical Specifications change pertaining to river water level at Plant Hatch'- Unit 1 and Unit 2. The revised Technical Specif1-cations base the allowable river level on the safe shutdown requirements y of the plant.

The proposed Technical Specifications would require a minimum' level in .(

the pump well of 60.7 ft mean sea level (ms1), which corresponds to 31/2 f t of submergence for the plant service water (PSH) pumps. This level is more than adequate for the PSW pumps to meet their shutdown requirements which were the basis for the proposed Technical Specifications changa dated September 9, 1986. However, the pump vendor has indicated that A ft of submergence is advisable for rated flow operation (8500 gpm per pump) due to vortexing and net positive suction head (NPSH) consideratic.ns . Because of this, we have modified the proposed Technical Specifications. It should be noted that the PSH pumps generally are not run at 8500 gpm.

Throttling of the pumps will, therefore, . be made a Technical Specifications requirement. The revised Technical Specifications pages reflecting this change are presented in Enclosure 2. Note that the throttling requirement has been added to the proposed pages submitted with our September 9, 1986, letter.
