LMTDS recuested that the NRC " split" their termination request into two parts.

l They neeced more time to collect information regarding the use of radioactive materials at " older" facilities. However, they needed " quick" approval to release storage room A13 located at 2751 Shepard Road, St. Paul, Minnesota i

because workers were remodeling the building and needed to gain access to that restricted area. A copy of the LMTDS' request is attached (see letters dated i

29 May 1997 and 10 June 1997). The NRC requested additional information regarding the radioactive materials storage room.

LMTDS appears to have responded to the NRC's request for additional information regarding information as follows:

Past inspection reports a] pear to indicate that radioactive materials were used in Room A13.

LiTDS denies that radioactive materials were used in Room A13.

Past inspection reports stated that some irradiated components had been dissolved in acid and disposed of into the sewer.

LMTDS claims that there was no sewer in Room A13.

NRC requested more detail on the close-out survey diagrams such as company name, building / plant, room number, etc.

LMTDS has added additional information to the diagram of Room A13.

NRC requested that a sufficient number of wipe tests be performed to ensure that the there is no radioactive contamination on the floor.

LMTDS appears to have clarified their close-out survey data of Room A13 rather than performing more wipe tests.

LHTDS has clarified their close out survey data of Room A13 in Item 5 to indicate that a scoping survey was performed.

NRC requested that the wipe test results be clarified because it appears that the results were in counts 3er minute (cpm) rather than disintegrations per minute (dpm).

LMTDS 1as corrected their wipe test results and they are reported in dpm.

LMTDS' impression is that the Room A13 is suitable for release.

Action Required:

Please review this request and provide guidance if additional information is needed.

Please notify the licensing branch as soon as possible of the results of your review. A contractor is remodeling the facility wishes to gain access to the Room A13, before they leave the site.

As we discussed yesterday, May 28,1997, regarding the Lockheed-Martin decommissioning / license termination request, we have reached the end of the time period for the above control number. I would like to request that the control number be voided out and reissued to allow us time to provide the additional information the NRC has requested on this licensee.

Please reissue the control number with the extended time period and I would like to split the license termination project into two issues: (1) the original request for closure of the license at the Shepard Road Facility and the Eagan Facility and (2) historical infonnation on past sites occupied by this company or its predecessors and license termination information.-

The Shepard Road Facility is occupied by a new owner and we would like to release the former radioactive materials storage room to their use. Under separate cover I will clarify the issues brought up by the Decommissioning Committee on that facility only.

The requests for historical information on isotope useage in other locations occupied by this licensee or its contractors in the past will be addressed in a separate document. We have no

- history before January 1966 or former personnel who preceed that date so this information will be difficult to obtain and may not be available, but we will try our best to answer your ques'. ions or survey areas if they still exist.

Our records are not clear, but this may be at the 2750 West 7th Blvd.,St. Paul, Minnesota facility. Please submit close-out surveys for each of these rooms / areas.

Past inspection reports (July 25,1963) stated that some irradiated components had been dissolved in acid and disposed ofinto the sewer. The current close-out survey you submitted indicated that there was no sewer i-thh room that was surveyed.

Therefore, it would appear that room (s) identified in the current close-out survey may not have been the same as room (s) where the irradiated components were dissolved in acid and disposed ofinto a sewer. There may be another use/ storage / disposal location where these activities were conducted. De storage room is in a building which has been sold to another party with the release of this room pending the approval by the Nuclear Regulatory Commission (NRC) of the decommissioning, in support of die decommissioning request the following information is provided in the order presented on the Decommissioning and Tennination letter. Supplemental infonnation regarding Otis storage room is included in response to the request dated May 12.1997. *Ihe licensee requests decommissioning and release to the public of this radioactive materials storage room only in this application.

1.0 LIST OF RADIOLOGICAL ISOTOPES 1.1 A list of the two licensed items stored in this room appears at the back of this application as Attachment A. The licensed material stored in the room included a Cs-137 calibration source manufactured by 3M Company of St. Paul, MN received on 12/7/66 at 27.2 MCI activity level. The model number of this calibration source was 6D6C. %is source as disposed of by Chem-Nuclear of Barnwell. SC on 12/11/96. %e disposal manifest form appears at the back of this application as Attachment B.

1.2 The second group oflicensed materials stored in the room were electronic components which had been neutron activated and were mildly rudioactive including atomic numbers 3-83 for isotopes. %ese electronic components were disposed of by Chem-Nuclear of Barnwcll. SC on 12/11/96 (see Attachment B).

This process of irradiating electronic components by nuclear bombardment was begun in January of 1971. Electronic computer parts were shipped to military sites. for example White Sands Missile Range in New Mexico, and the boxes were subjected to neutron bombardment in order to test nuclear ' hardness

  • of the electronic components which were to be used in military settings. A receipt of the last shipment so activated appears at the back of this report as Attachment C. The unopened boxes were returned to the site (which over time has been variously called Univac/Speny-Univac/ Sperry/ Unisys/ Paramax/

Unisys/ Loral Defense Systems) and the mildly radioactive parts were tested electronically. On shipping from New Mexico the components were so low in activity dicy were shipped as exempt material. Upon disposal of the last box activated around March 5.1993 and shipped for disposal 12/11/96. a survey of the components showed no measurable activity remaining in the components. Previous boxes of components were disposed of prior to 1996.

2.0 PIIYSICAL FORM OF ISOTOPES All of the isotopes stored in this room were either as solids, as the activated electronic components were, or as sealed calibration sources. As indicated on die disposal sheet in Attachment B there was some unlicensed material in the fann of check sources for measuring difckness of computer boards. etc. One calibration set (not licensed material) was sealed liquid vials. This was the only liquid in the room. All other materials were sealed sources or solid components.

4.0 LEAK TEST INFORMATION

'nie sealed source in this room (Cs-137 calibration unit Model GD6C) was routinely leak tested as required by the license. Leak test records from the receipt of the unit to its disposal indicate no leakage ofinaterial at any time. Disposal of die source took place on

12/11/96 and the unit is listed ta the shipping manifest in Attachment B (fourth entry in column 2 of the continuation sheet).

5.0 FINAL SURVEY INFORMATION -

5.1 A scoping survey for fixed contamination was performed on December 20,1996 using an Eberline ESP-1 Geiger-Mueller counter with an HP-270 hand probe. Specific

- Information about this instrument is contained in section 6.0. 'Ihe results of this scoping survey are tabulated below. A diagram showing where measurements were taken in the room is included in Attachment D. Background readings and survey readings were done with the window of the probe open.

As the storage room is only 1.2 meters wide by 2.4 meters long, it was not physically possible to j

record exposure levels at 1 meter from all surfaces. A reading was taken at 1 meter from the floor and 1 meter from the West wall approximately in the middle of the room (0.6 meters to North and l

South). 'nlis reading was at background levels. The 2-4th readings were taken in a similar manner and results are tabulated below, A drawing of the room with the locations marked is at the back of this application as Attachment D.

  • Die ESP-1 is a very sensitive instrument and background readings were taken over a 3 minute time period, with the midrange reading reported as the background level.

5.3 Wipe testing for removable contamination was done on January 15,1997 on surfaces and permanent flxtures in the room. In addition, a few pieces of remaining shielding and bookcases were also wipe tested to check them prior to their disposal or recycling. Wipes were taken with Whatman # 1 filter papers, dry, and counted on both liquid scintillation counter (LSC) and auto-gamma counter. Information about the instruments used in counting the wipes is given in section G.O. A diagram showing the location of where the wipes were taken is found in Attachment E at the back. For case of reference the actual room surfaces have been highlighted to distinguish them from Ole l

articles and instruments.

. A summary of the wipe locations and their results is tabulated below. Die counting i

efficiency recorded for the scintillation counter by the most recent Beckman service call was 62% for the H-3 window and 97.2% for Ole C-14 window (see attachment EI). Diese two columns are corrected for efficiencies and reported in disintegrations per minute l

'Ihe wipes were recounted on a gamma counter with Channel A set as a wide open couqting window and Channel B set for low energy gammas. With a Cs-137 standard the counting efTiciency for the instrument was 34% at the last service call.

'Ihe results of the wipe tests and the fixed contamination surveys given above show that the room and pennanent fixtures have no removable or fixed contamination on them. Die only sample that wasjust twice background was taken inside a composite shielding box (approximately 1 foot square) which will be decontaminated and disposed of or recycled. Die count appeared only on the C-14 channel of the LSC indicating it was a beta emitter, possibly C-14, and may not be statistically significant, 6.0 SURVEY AND COUNTING INSTRUMENTATION 6.1 Area scoping survey and radiation survey measurements were made with an Eberline Model ESP-1 Geiger Mueller counter, serial number 641 with an 11P-270 hand probe. Gamma sensitivity (MDA) is approximately 1200 cpm /mR/hr (Cs-137). Counting efficiency in three ranges from low to high is 94%,100%,103% respectively. 'Ihe model HP-270 removable cover hand probe sensitivity is 1200 counts / min per mR/hr. 'Ihe instrument was calibrated by Eberline Instrument Co. on January 26,1996 by Jeffery D.

McClelland. Applicant's license allows for annual calibration.

6.2 Wipe test measurements were read by scintillation and auto-gamma counting on Instruments at the IIcalth Physics offices of the University of Minnesota. Minneapolis.

MN. The liquid scintillation counter is a Beckman Model LS60001C and kept in calibration by Beckman'and Associates. Die gamma counter is a Beckman Gamma 5500, Serial

  1. 8040621R. This instrument is also kept in calibration by contract wiO1 Beckman and Associates.

7.0 MAPS AND DRAWINGS A drawing of the room follows the next page showing measurements and features of the storage room. Radiation level readings and wipe test locations are on drawings at the end of the appilcation in Attachments D and E correlating to the tables above. There are no drains or pipes associated with Olis room but diere is an air diffuser and an air return in l

the ceiling. The air return was wiped for removable contamination.

REVIEW OF LICENSEE'S JUNE 10,1997 RESPONSE REGARDING DECOMMISSIONING SURVEY DEFICIENCIES (Mall CONTROL No. 302239) 24,1997, memorandum my staff has reviewed the licensee's As requested in MLB's June letter responding to MLB's June 3,1997 letter, with attached. telephone June 10,1997, conversation record. The telephone conversation records detailed additiona! information needed,in order to authorized the release of a former location where licensed radioactive material had been used and terminate their license. In light of the licensee's survey findings and stated previous operations, we do not believe that a confirmatory survey of this location to be necessary. Based on MLB's assessment, the licensee's revised survey data, Bill Reichhold's and Mike McCann's June 20,1997, telephone conversation with Ann Harri (Lockheed's HP consultant), and our review of the licensee's rev sed survey data, we conclude that the i 3 licensee has adequately address the radiological conditions and concerns in Room A13. Therefore, we concur with the licensee's position that the room may be released for unrestricted use. During Messrs. McCann's and Reichhold's telephone conversation, the issue regarding the use of an appropriate survey instrument and detector probe for scanning surveys was discussed. Ms. Harri was advised that the release of other locations may be delayed if a different system was not used for scanning surveys. Ms. Harriindicated that she was in the process of obtaining a different survey meter and detector. MLB should scr,een any future request for release of locations of use to determine if the licensee used appropriate scanning survey instrumentation.
