Gentlemen:

Subject: Augmented Inspection Team Report No. 50-219/88-80

This refers to the Augmented Inspection Team (AIT) special review conducted by

this office on October 5-13, 1988, at the Oyster Creek Nuclear Generating Station,

Forked River, New Jersey.

This inspection was conducted by a team led by Mr.

Curtis J. Cowgill and included representatdves from Region I and the Office of

Nuclear Reactor Regulation.

The team performed a technical analysis of the circum-

stances surrounding events reported by Oyster Creek in which your staff shut down

the reactor due to concerns with the plant's isolation condensers on September 29,

1988, and a fault on an electricii L : on October 2, 1988, as directed by the AIT

Charter (Attachment A).

The tre' oninary findings of this inspection were discussed

with Mr. Eugene Fitzpatrick and oth2r mambers of your staff by Mr. Cowgill at tha

conclusion of the inspection.

The areas examineu during this special inspection are discussed in the NRC Region

I Inspection Report which is enclosed.

The areas examined were prescribed by the

AIT Charter and were selected to provide NRC management with a comprehensive an-

alysis of the events.

In a letter to the Director of Nuclear Reactor Regulation dated October 10, 1988,

Mr. Fitzpatrick cc nmitted to providing reports to the NRC and resolving outstanding

issues prior to restart of the plant from the current refueling outage. We ac-

knowledge that commitment and will provide prompt review of your reports and re-

solution of issues as they are identified along with appropriate corrective action

plans.

We appreciate your cooperation in this effort, especially in light of the fact that

our activities were conducted concurrent with yours and the high level of activity

at the sita due to entering a major refueling outage.
