Reference:

GPUN Letter from M. B. Roche to Document Control Desk, dated April 15, 1988 Region I staff reviewed the proposed Revision to General Public Utility Nuclear Corporation Quality Assurance Plan provided in the above referenced submittal and identified the following items as needing additional clarification or justification to support the basis for change prior to final approval by the NRC.

1. Replacement of the terms "review for approval" and "review for concurrence" by selected "review" in Subsection 1.5.1.

2. Replacement of five years "Qt.ality Assurance" experience with 10 years of experience which require involvement in the assurance of the implementation of Quality Assurance Plan requirements in Section 1.5.2.

3. Changing the safety review requirements without providing the rationale in <

Section 2.10.

4. Changing biennial review of plans, procedures and instructions to four j year reviews in Section 3.1.2.

5. Changing QA in line review to selective review by QA in Appendix B.

6. Taking exception from the biennial procedure review requirement of ANSI N 18.7-1976 paragraph 5.2.15 in Appendix C - Part 2.

7. Taking exception from the Weekly Calibration requirement for torque wrenches in Section 5.4 of ANSI 45.2.5 - 1974 and using a frequency based l

on manufacturer's instruction and usage without providing any additional l controls in Appendix C - Part 2. -

8. Changing full Compliance to Regulatory Guide 1.143 to Modified Compliance in Appendix C - Part 2.

In providing the requested clarification, you should follow the requirements of 10 CFR 50.54 which states: "The submittal . . . . . . .must include. . . . .all

-pages affecte'd by that change and must be accompanied by a forwarding letter identifying the change, the reason for the change, and the basis for concluding that the revised program incorporating the change continues to satisfy the criteria of the Appendix B. . . . ."

In addition, our staff noted that the wording and format in the proposed revision were significantly different such that a direct comparison of the proposed revision with the current plan was not practical. Your NRC approved QA Plan was accepted on the basis'of NRC guidelines provided in Sections 17.1 and 17.2 of NUREG 0800 (Revision 2), U. S. Nuclear Regulatory Commission Standard Review Plant (SRP). The NRC staff is currently reviewing the proposed revision to assure consistency with the above Sections of the SRP. The results of the consistency review will be the topic of a future NRC letter.

The final approval of this proposed revision will be contingent upon your response to this letter concerning the above items and completion of the NRC's consistency review of the proposed revision against the SRP.
