Response to Zion SALP Board Report NRC Docket Nos. 50-295 and 50-304

Reference:

December 19, 1985 letter from J. G. Keppler to Cordell Reed.

Dear Mr. Keppler:

The referenced letter transmitted the Zion SALP Board Report and notified Commonwealth Edison Company of the SALP review meeting, which was held on January 10, 1986. In general, Commonwealth Edison Company agrees with the observations contained in the report and concurs with the overall assessment of improved regulatory performance at Zion Station.

The referenced letter also requested that Commonwealth Edison Company address the actions being taken to improve Zion's performance in the area of Surveillances. The first step in correcting this problem was to categorize the missed surveillances into three major groups.

1. Surveillances that were properly scheduled but were not performed due to personnel error.
2. Surveillances that were required due to the existence of off-normal conditions, but were not performed.
3. Surveillances that were required due to the existence of transient conditions, but were not performed.

The newly formed Zion Station Surveillance Task Force has identified three actions to be taken to address these problems;

1. An increased level of review for all surveillances will be required. At least two individuals will independently review both the performance and content of all surveillances before the surveillance interval expires. Thus, not only will the performance of a required procedure be verified, but the content of the procedure segments actually performed will be reviewed to verify that they satisfy the surveillance requirement. This program will be fully implemented by July 1, 1986.

2. All surveillances that are required to be performed as a result of either off-normal or transient conditions will be reviewed and ca aloged by operational condition. Thus, the required surveillances will be grouped by the condition that mandates their performance. This catalog will be made available for quick reference to better ensure that all required actions are

taken when unusual operational conditions occur. The catalog will be available by July 1, 1986.

3. Zion Station was previously committed to establishing a master surveillance schedule. Two methods are currently under study.

One would have each department use a common computer code with reports being generated from the different data bases. Another method under study is to establish a central surveillance system will all surveillances contained in a master computer program.

The implementation of this master list is expected to improve the performance of required surveillances. The selection of the final method will occur by April 1, 1986.

A number of minor errors were noted during the review process.

These clarifications are included in the attachment.

The RPM has access to upper i station management for the resolution of problems on an as needed basis.
