Gentlemen:

Enclosed for your review, prior to our scheduled meeting of January 10, 1986,

is the SALP Board Report for the Zion Nuclear Generating Station, covering the

period May 1, 1984 through September 30, 1985.

In'accordance with NRC Policy, I have reviewed the SALP Board Assessment and

concur with their ratings.

It is my view that Commonwealth Edison Company's

conduct of nuclear activities in connection with Zion shows an appropriate

concern for nuclear safety.

Specific areas I would like to highlight for your

attention are:

1.

While most of the ratings are unchanged from the previous SALP period,

there was an overall improving trend in regulatory performance over this

SALP period.

2.

A significant overall improvement was observed in security.

As a result

of this Category 1 rating we plan to reduce our inspection activities in

this functional area.

3.

The rating for Maintenance declined from Category 1 to Category 2.

We

now feel that the previous rating was too high based on knowledge gained

during this assessment period about maintenance management controls,

especially maintenance procedures.

In addition, NRC and industry

expectations of maintenance performance have increased significantly in

the past year.

Maintenance management controls actually improved during

this assessment period.

4.

Performance in the Surveillance area was considered to be declining, due

primarily ta the recent increase in the number of Licensee Event Reports

(LERs) concerning missed surveillances.

In addition, the overall number

of reported personnel errors in several areas is high compared to other

facilities.

It is requested that you respond to item 4 above indicating your plans for

improving performance in these areas.
