EVALUATION FOR AMENDMENT APPLICATION DATED AUGUST 22, 1988, RE:
GA'S DECONTAMINATION EFFORT
Background
By letter dated August 22, 1988, General Atomics applied for a license amendment

to authorize the release for unrestricted use of approxiniately 18 acres desig-4 natedasAreisB-1andB-3(Figure 1 enclosed).
This request is a continuation of the GA decontamination program to release part of the site for unrestricted use.
In the past, GA completed the decontamination efforts for Phases I, II, and III which covered about 277 acres.
NRC had conducted a confirmatory survey of these areas and concluded that they had been cleaned to meet NRC's criteria.
Subsequently, NRC issued License Arrendment No. 9 on June 22, 1988, to authorize the release of these areas for,nrestricted use.
The license amendment was supported by the staff's Evaluation Report. The B1 and B3 areas originally were included in GA's Phase III; however, License Amendment No. 9 excluded Areas B1 and B3 since they had not been cleaned.
Evaluation of GA'S Decontamination Effort As shown in Figure 1. Area B1 is located generally west and north of GA's TRIGA j
reactor facility and covers about 15 acres of steep, rough hillside. Area B3 covers approximately 3 acres associated with the City)of San Diego's abandoned sewage treatment facility (also known as Callan Ponds. At present, GA has con'pleted the decontamination of Areas B1 and B3 and NRC's contractor, Oak Ridge Associated Universities (ORAU), has conducted a conft;matroy survey and concluded that these areas meet NRC's criteria (see attached letter) for unrestricted use.
Conclusion Staff has evaluated GA's decontamination activities covering Areas B1 and B3 j
which is a continuation of GA's decontamination program as stated in License Amendment No. 9.

have been cleaned to meet NRC's release criteria.
Therefore, it is recommended that the approximately 18 acres, designated as Areas 01 and 23 and as described in GA's letter dated August 22, 1988, be released for unrestricted use.
