B.1 1997 Annual Radioloaical Environmental Monitorina Proaram Summary The results of the 1997 radiological environmental sampling program are presented in Tables B-2 through B-16. Table B-2 is a summary of the RETS samples and Table B-16 is a summary of the non-RETS samples. The format of these summary tables conforms to the reporting requirements of the RETS and NRC Regulatory Guide 4.8 (Reference 5). In addition, the data obtained from the analysis of all the individual RETS samples are provided in Tables B-3 through B-15.
i REMP samples were analyzed by various counting methods as appropriate.
The methods are; gross beta, gamma spectroscopy, liquid scintillation, and TLD processing. Gamma spectroscopy analysis (GSA) was performed for the following radionuclides, Be-7, K-40, Mn-54, Co-58, Co-60, Fe-59, Zn-65, Zr-l 95, Ru-103, Ru-106,1-131, Cs-134, Cs-137, Ba-140, Ce-141, Ce-144, Ra-226 i
and Th-228. Radiochemical (I-131) and tritium analyses were performed for specific media and locations as reauired in the RETS.
B.2 Land Use Census In accordance with Sections 4.11.B of the Con Edison RETS and 2.8.A of the NYPA RETS, a land use census was conducted to identify the nearest milc5 animal and the nearest residence. The results of the milch animal and land use censuses are presented in Tables B-17 and B-18, respectively. In lieu of identifying and sampling the nearest garden of greater than 50m, at least 2
three kinds of broad leaf vegetation were sampled near the site boundary and j
at a designated control location (results are presented in Table B-14).
1 B.3 Samolina Deviations During 1997, environmental sampling M.s performed for six media types required by RETS, five other media types and direct radiation. A total of 1246 samples (1217 RETS and 29 non-RETS) were scheduled. Of the scheduled samples, 99% were collected and analyzed for the program. There were eleven samples not reported due to mechanical failures of the samplers or vandalism of the samples. Four samples were not reported due to their l
unavailability.
Two samples were provided at less than the required 90-day time window.
I The samples were retrieved at 76 and 83 days. The deviations were the result of procedure deficiencies. Corrective actions to modify procedures B-1 981103018e 991023 PDR ADOCK 05000003 R

detail to prevent a recurrence.
L Sampling deviations are summarized in TaWe B-1; discussions of the reasons for the deviations.are provided in Table B-ia for air samples, B 1b for TLDs, and B-1c for other environmental media.
3 B.4 ' Analytical Deviations.
During 1997, all analytical requirements (e.g., lower limits of detection) were met or exceeded. Thus, no analytical deviations occurred in the 1997. REMP.
Program.
1 B.5 Special Reports All the sample results for the 1997 REMP were below the RETS special reporting concentration levels (Table A-3). No special reports to the Nuclear Regulatory Commission were required or subraitted.
