PEACH BOTTOM ATOMIC POWER STATION, UNIT NO. 2, REVISION TO TECHNICAL SPECIFICATIONS SAFETY LIMIT MINIMUM CRITICAL POWER RATIO FOR CYCLE 13 OPERATION (TAC NO. MA2353)
Dear Mr. Edwards:
The Commission has issued the enclosed Amendment No. 226 to Facility Operating License No.
DPR-44 for the Peach Bottom Atomic Power Station, Unit No. 2. This amendment consists of changes to the Technical Specifications (TSs) in response to PECO Energy Company's (the licensee's) application dated July 10,1998, as supplemented by two letters dated September 11, 1998.
This amendment revises the TSs for safety limit Minimum Critical Power Ratio from its current value of 1.11 to 1.10 for two recirculation loop operation, and from 1.13 to 1.12 for single recirculation loop operation. A second change request to add a footnote to TS 5.6.5.b.1 is determined not to be required. Therefore, that change request is denied. A Notice of Partial Denial is enclosed.
A copy of the safety evaluation is also enclosed. Notice of Issuance will be included in the Commission's Bi-Weekly Federal Reaister Notice. The Notice of Partial Denial will be published in the Federal Reaister.
The Nuclear Regulatory Commission staff has noted that the licensee's requests for the NRC staff's actions and the submittals of supporting docurnentation, on occasions, are not timely. The NRC staff, in a phone conversation with Mr. John Hufnagel of your staff, requested that submittals and the supporting documents regarding future refueling outages be more timely.
