Subject: NP.C Region I Combined Inspection Report Nos. 50-317/88-19 and
50-318/88-19
This transmits the August 9 - September 12, 1988 resident inspection findings
by Messrs. D. Trimble, V. Pritchett and Ms. H. Slosson at the Calvert Cliffs
Nuclear Power Plant, Lusby, Maryland. Those findings were based on observation
of activities, interviews, and document reviews, which have been discussed with
Mr. Russell of your staf f.
An apparent violation of NRC requirements involving a failure to follow pro-
cedures with respect to disabling of containment door interlocks is cited in
Appendix A and categorized under the NRC Enforcement Policy, 10 CFR 2 Appendix
C.
A reply is required in accordance with Appendix A.
The requirement that
you reply is exempt from clearance by the Office of Management and Budget under
the Paperwork Reduction Act of 1980, PL 96-511.
We have observed, since the beginning of 1988, a significant number of proced-
,
ural adherence problems (Detail 1 of this report). This is of concern to NRC
since it appears to reflect a general weakness in Calvert C1tffs performance.
In your response to the enclosed violation please address remedial actions you

int 6nd to take to promote strict adherence to procedures.
