FIRE DETECTION INSTRUMENTATION _,

LIMITING CCNDITION FOR OPERATION 3.3.7.9 As a minimum, the fire detection instrumentation for each fire detection zone of Unit 1 and Unit 2 shown in Tacle 3.3.7.9-1 shall be OPERABLE."

APPLICABILITY: Whenever equipment protected by the fire detection instrument is requirec co be OPERABLE.

ACTION:

With the num:er of OPERABLE fire detection instruments less than the Minimum Instruments GPERABLE requirement of Table 3.3.7.9-1:

a. t ATTACHMENT C SIGNIFICANT HAZARDS CONSIDERATION l Commonwealth Edison has evaluated the proposed Technical Specification Amendment and determined that it does not represent a significant hazards consideration. Based on the criteria for defining a significant hazards consideration estabished in 10 CFR 50.92, operation of LaSalle County Station Units 1 and 2 in accordance with the proposed amendment will not:

1) Involve a significant increase in the probability or consequences of an accident previously evaluated because the addition of fire detection in the areas specified enhances the likelihood of a fire being detected early.
2) Create the possibility of a new or different kind of accident from any accident previously evaluated because fire detection and protection has been previously evaluated in the FSAR and associated documents. The addition of these detectors is a result of those evaluations.
3) Involve a significant reduction in the margin of safety because the l additional detectors increase the margin of safety in that the ability to detect and locate a fire is enhanced. The change in reporting requirements does not affect the ability of the fire protection program to detect a fire in a timely manner and take appropriate action. This change is an administrative change to make LaSalle Tech Specs correspond to the GE BWR Standard Tech Specs.

l j Based on the preceding discussion, it is concluded that the proposed system change clearly falls within all acceptable criteria with respect to l i the system or component, the consequences of previously evaluated accidents will not be increased and the margin of safety will not be decreased.

Therefore, based on the guidance provided in the Federal Register and the criteria established in 10 CFR 50.92(c), the proposed change does not constitute a significant hazards consideration.
