Dear Mr. Denton:

Pursuant to 10 CFR 50.90, Commonwealth Edison proposes to amend Appendix A, Technical Specification, to Facility Operating License NPF-11 and NPF-18. This amendment change is being submitted for your staff's review and approval. The change ha received on-site and off-site review and approval.

This supplemental submittal adds the minimium number of detectors in zones 3C and 4C3 to the Unit 1 Technical Specifications to clearly demonstrate compliance with NPF-11 License Condition 2.C. (25)(c). As per telecon with A. Bournia on March 11, 1986, Attachment A, Background is also modified to reflect this change. Attachment B and Attachment C are the same as the original submittal except a revision to page 3/4 3-80.

Commonwealth Edison is notifying the State of Illinois of our request for this amendment by transmitting a copy of this letter and its attachments to the designated State Official.

ATTACHMENT A LASALLE COUNTY STATION UNITS 1 AND 2 TECHNICAL SPECIFICATION CHANGE REQUEST

Fire Detection Instrumentation REFERENCES (a): NPF-11 License Condition 2.C.(25)(c).

BACKGROUND: Reference (a) required additional fire detection be added to fire zones 2C/3C, 4C3 and 6E. Fire detection was installed in fire zones 3C and 4C3 prior to the licensing of LSCS Unit 2 (NPF-18) and these zones.are included in the Unit 2 Technical Specifications. Fire detection was also installed on the north i (Unit 2) portion of zone 6E and is also included in the Unit 2 I Technical' Specifications. Installation of fire detections for fire zones 2C, 4C2, 3C, 4C3 and 6E has been completed.

DISCUSSION: The minimum number of operable fire detectors for zones 2C (1-40), 4C2 (1-39) and 6E (1-38) have been added to Table 3.3.7.9-1 (Attachment B). The LSCS fire detectors in these zones meet the guidelines and intent of NFPA 72E. The detector design was reviewed by a fire protection engineering consultant and found to be acceptable.

The minimum number of operable fire detectors for zones 3C and 4C3 is included in the Unit 2 Technical Specifications (Table 3.3.7.9-1) as the cables of concern in these areas pertain to Unit 2 (Reference (b)). These detectors are also being added to the Unit 1 Technical Specifications (Table 3.3.7.9-1) to cli.arly show compliance with Reference (a).

l The requirements of Specification 3.3.7.9 action b which require submittal of a Special Report if the minimum number of operable detectors is not met for greater than 14 days is unnecessary and no longer required by Reference (d). When compensatory actions are initiated per action a of Specification 3.3.7.9 (i.e., a fire watch established) fire detection integrity is maintained. This change of reporting requirements will reduce an unnecessary reporting burden and is proposed for both Unit 1  ;

and Unit 2.
