Subject: NRC Inspection of the Trojan Nuclear Plant

This letter refers to the inspection conducted by Mr. J. F. Helft of this

office, and A. C. Udy, NRC Contractor, on August 8 throuch August 12, 1988, of

activities authorized by NRC License No. NPF-1 and to the discussion of our

findings held with Mr. Olmstead, and other marbers of your staff at the

conclusion of the inspection.

Areas examined during this inspection are described in the enclosed inspection

repcrt. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel, and observations by the inspector.

Based on the results of this inspection, it appears that one of your

activities deviated from a comitrent made to the NRC, as set forth in the

Notice of Deviation, enclosed herewith as Appendix A. Please respond to this

notice as requested in the Appendix.

The commitment in the notice regarded upgrading the Condensate Storage Tank

Level instrumentation to Seismic Class I standards during the 1986 refueling

outage. As discussed during the exit interview, we are concerned with the

effectiveness of your program established to assure complete followup of

comitaents and open items. We understand that you are in the process of

assessing this situation, as well as the adequacy of your LER reporting

systems. Therefore, we request that you include in your response to the

Notice of Deviation your assessments of these concerns.

Additionally, as discussed in paragraph 5.B of the enclosed report, cur

inspectors identified that under some circumstances, the nurrber of the

temperature indications for the reactor coolant system loops and the number

of level indications for the steam generators, could be less than the number

required by Regulatory Guide 1.97. In your response, please identify what

actions you plan to address this concern.

In accordance with 10 CFR 2.790 (a), a copy of this letter and the enclosures

will be placed in the NRC Public Document Room.
