F APPENDIX A NOTICE OF DEVIATION Portland General Electric Company Docket No. 50-344 121 S. W. Salmon Street License No. NPF-1 Portland, Oregon 97204 As a result of the inspection conducted during the period of August 8 through August 12, 1988, a deviation from your commitment to the NRC was identified.

In accordance with the "General Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the following Deviation was identified.

In response to NRC concerns with your Regulatory Guide 1.97 submittal of December 28, 1984, a letter, Withers to Varga, dated May 13, 1986 stated, in part, that full seismic class I qualified instrumentation for the Condensate Storage Tank (CST) would be provided by the end of the 1986 refueling outage.

Contrary to the above, at the time of the inspection, the indicators for the CST level were not qualified as seismic class I.

This is a deviation.

Please provide to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC, 20555, with a copy to the Regional Administrator, and a copy the the NRC Resident Inspector, in writing within 30 days of the date of this Notice, the reason for the Deviation, the corrective steps which have been taken and the results achieved, the corrective steps which will be taken to avoid further Deviations, and the date when your corrective actions will be completed.
