INTRODUCTION By applicatien dated May 25, 1988 Connecticut Yankee Atomic Pcwer Company and Northeast Nuclear Energy (Corpany (the licensees) requested changes to the Technical Specification TS) for Haddam Neck and Pillstene Units 1, ? and 3.
The proposed change to the TS would provide for uniform addresses for the follcwing classes of reports for Haddam Neck cnd Fillstene Units 1, ? and 3:
i Routin Reports including Ponthly Operating Reports (TS 6.9.1) j Special Reports (TS 6.9.2)
In addition to the above, the sane acdresses wculd apply to reporting of Padial Peaking Factor Limits fer Millstone Unit 3 per TS 6.9.1.6.
DISCUSSION AND EVALUATION On November 6,1986 the NRC issued a revised fection 50.4, "O ltten comunica-I tiens," of 10 CFR Part 50 (51 FR 50306 as amended at 52 FR 31611). The provisions of 10 CFR 50.4 (b)(1) are as follows:
"(1) Applications for arendrent of permits and licensest reportst and other comunications. All written comunications (including responses 1

and miscellaneous requests for additional infortation), that are required of holders of operating licenses or construction perrits issued pursuant to this part, rust be submitted as follows, except as otherwise specified i
in paragraphs (b)(2) through (b)(7) of this section: the signed original i
to the Nuclear Regulatory Comissien, Cocument Control Cesk Washington, CC 20555, one copy to the appropriate Regional Office, and one copy to the appropriate NFC Resident Inspector, if one has been assigned to the site of i

- The provisions of 10 CFR 50.4 (b) (1) are applicable to the class of reporting requirements contained in TS 6.9.1, 6.9.2 and 6.9.1.6.
The proposed changes to TS 6.9.1, 6.9.2, and 6.9.1.6 (Millstone Unit 3, only)
I would incorporate the 10 CFR 50.4 addresses in the T3. The proposed changes to i
the TS provide consistency with 10 CFR 50.4(a) and have no other effect on the t
TS or operation of the subject facilities.

We have concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the l
will not be endangered by operation in the proposed r4nner, and (2) public such activities will be conducted in ccmpliance with the Comission's regulations, j
and the issuance of the arendrents will ret te inimical to the corrori defense and security or to the health and safety of the public.
