Subject: Inspection Report No. 50-219/88-09

This refers to the routine safety inspection conducted by Messrs. J. Wechselberger, '

E. Collins, M. Markley and Ms. M. Banerjee March _20 - April 23,1988 at the Oyster

Creek Nuclear Generating Station. The inspections consisted of document reviews,

interviews and observations of activities as documented in the enclosed inspection' ,

report. The findings were discussed with you and other members of your staff at

the conclusion of the inspection.

Within the scope of this inspection, no violations were identified.

The current sustained plant operation is recognized as a reflection of the effort

expended in improving the plant and its equipment.

The report details two events in which maintenance activities were not properly

evaluated prior to implementation. The first concerns the stack gas radiation

monitor and an associated low flow annunciator which were both rendered inoperable ,

by two separate tagouts. The second involves maintenance conducted in the aug-

mented offgas building. In this case, improper assessment of overlapping mainten- .

ance activities resulted in the escape of radioactive gases in the offgas building.

These activities raise concern regarding the proper planning and controlling of

maintenance activities at your site, and should be considered for increased man-

agement attention .
