Gentlemen:

This refers to the inspection conducted by Messrs. J. G. Luehman, P. W.

Michaud, and H. F. Bundy of this office during the period January 1-31, 1986,

of activities authorized by NRC Operating License NPF-38 for Waterford Steam

Electric Station, Unit 3, and to the discussions of our findings with Mr. R. P.

Barkhurst and other members of your staff at the conclusion of the inspection.

Areas examined during the inspection included plant status, routine inspection,

monthly maintenance, nonthly surveillance, ESF system walkdown, Licensee Event

Report (LER) followup, followup of previous inspection items, startup report

review, followup on potential generic problems, allegation followup, Inspection

and Enforcement Bulletins, and inoperable containment spray pump. Within these

areas, the inspection consisted of selective examination of procedures and

representative records, interviews with personnel, and observations by the

inspector. These findings are documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities appeared

to be in violation of NRC requirements. Paragraphs 6 and 14 of the enclosed

inspection report provide details of these apparent violations. As discussed

in the telephone conversation of February 27, 1986, with you, we have scheduled

an enforcement conference in our office on March 5,1966, to discuss these

apparent violations, the reasons for occurrence, and your corrective actions.

We will also discuss any potential enforcement options available to the NRC,

if appropriate.

Should you have any questions concerning this inspection, we will be pleased to

discuss them with you.
