RE0 VEST FOR PELIEF FRCM ASME BOILER AND PRESSURE VESSEL CODE, SECTION XI, INSERVICE TESTING PROGRAM - ULTRASONIC FLOW MEASUREMENT (TAC 61835/61836) - SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 By letters dated April 22 and August 4, 1988, the Tennessee Valley Authority (TVA) submitted requests for relief, for Sequoyah, Units 1 and 2, from j

certain American Society for Mechanical Engineers (ASME) Boiler and Pressure Code Section XI, testing requirements.

These requests were for relief from instrurent accuracy requirements of IWP-4110 for flow neasures for the following pumps:

safety injection (SI), containment spray (CS), essential raw cooling water (ERCW), component cooling water (CCW), residual heat removal (RHR) and diesel fuel oil transfer (DFOT).

In addition. TVA requested relief r

from the requirements of !WV-3411 for the perfornance of a quarterly stroke test for the ERCW valves.

The staff has reviewed the relief requests and finds them acceptable.

The basis for our conclusion is provided in the enclosed staff Safety Evaluation (SE).

The staff concludes that the Code testing requirements are impractical to perform and has determined, pursuant to 10 CFR 50.55a(a)(3)(1), that the proposed alternatives to the described requirements will provide an acceptable i

level of quality and safety.

The staff also concludes that granting relief where the Code requirements are impractical is authorized by law and will not l

endanger life or property, or the comon defense and security and is otherwise in the public interest considering the burden that could result upon TVA if J

the Code requirements were imposed upon Sequoyah, Units 1 and 2.

Accordingly.

granted the requested relief, as documented in the enclosed staff SE, from the t
