Re: Sequoyah Nuclear Plant, Units 1 and 2 By letter dateo March 3, 1982, Tennessee Valley Authority (TVA) submitted an Inservice Testing (IST) program for the Sequcyah Nuclear Plant Units 1 and 2.

The IST program for Sequoyah was revised in submitt(1s dateo November 4, 1982, April 16, 1984 August 16, 1985, June 6, 1986, November 17, 1986 December 12, t 1986, July 2,1987, August 14, 1987 and Noverber 17, 1987. In the above letters, you requested relief from certain American Society of Pechanical Engineers (ASME) Boiler and Pressure Vessel Code Secticn XI testing require-ments for specific pumps and valves in the Sequoyah, Units 1 and 2 IST program.

The staff issued its evaluation of the first three submittals dated March 3 and Nosember 4, 1982 and April 16, 1984, in its Safety Evaluation (SE) dated April 5,1985. The staff issued an adoitional SE dated October 23, 1987 which addressed 21 relief requests needed for the restart of Secuoyah, Unit 2 These 21 relief requests were submitted in letters dated August 16, 1985, l June 6, 1986 November 17, 1986, Cecember 12,1986, July 2,1987, and i August 14, 1987. The enclosed SE provides the staff's evaluation of three '

relief recuests identified in the August 16, 1985 cnd Jure 6, 1986 submittals, and one relief request which was submitted by letter dated November 17, 1987 in ,

response to an NRC Inteqrated Design inspection finding and identified by TVA as needing resolution prior to restart of Sequoyah Unit 2 In eddition, a revision to a relief request previously reviewed in the stef f's October 23, 1967 SE is addressed.

The staff has reviewed the five relief requests and finds them acceptable. The basis for our conclusions is provided in the enclosed staff's SE and the 8801250154 080119 7 DR ADOCK 050

attached Technical Evaluation Report (TER) provided by cur contractor, Oak Ricge National Laboratory. The staff's SE concludes that the code testing requirements are impractical to perform and has determined, pursuant to 10 CFR 50.55a(a)(3)(1), that the proposed alternativcs to the described rec,uirements will provide an acceptable level of cuality and safety. The f.taff also concludes that granting relief where the code requirements arc impractical is authorized by law and will not endarger life or property, or the comnon defense ar.d security and is otherwise in the public interest considcring the burden that could result upon TVA if the Code recuirements were imposed upon Sequoyah ?!uclear Plant, Units 1 ano 2. Accordinoly, pursuant to 10 CFR 50.5Ea(g)(6)(i) of the Commission's regulations, TVA is grantnd the rcouest-ed relief, as documented in the enclosed staff SE, from the Code repair requirements for certain pumps and valves in the IST program. This ccmpletes the staff's review of the Sequoyah, l' nits 1 and 2 IST progran.
