Subject: Inspection No. 50-293/88-11

This refers to the safay inspection conducted by Messers. W. Kennedy, and

G. Thomas of the Office of Nuclear Reactor Regulation, Messrs. D. Florek and

C. Sisco of this office and two contractors on March 14-18, 1968 of .ictivities

at the Pilgrim Nuclear Power Station, Plymouth, Massachusetts authorized by NRC

DPR-35 and to the discussions of our findings held by Mr. W. Kennedy and team

members with yourself and other members of your staff at the conclusion of the

inspection.

Areas examined during this inspection are described in the NRC Region I

Inspection Report enclosed with this letter. Within these areas, the

inspection consisted of selective examinations of procedures and representative

records, intervicws with personnel, and observations by the inspectors.

Within the scope of this inspection, no violations were observed. However, as

discussed in Secticn 8 of the enclosed report, we were not able to cceplete the

evaluation of the procedures supporting the Emergency Operating Procedures,

called satellite procedures, because the walkthrough of the procedures had not

been completed by BEco. In addition, three other unresolved items are

identified in the report and described in the P,esults section of the Inspection

Sumary. You are requested to respond to the unresolved items, in writing,

within thirty days of receipt of this letter describing any actions taken or

planned to resolve the issues identified.

The response requested by this letter is not subject to the clearance

procedures of the Office cf Managerent and Budget as required by the Paperwork

Reduction Act of 1980, PL S6-511.
