VISIT BY OFFICIALS FROM NE UTILITIES NUCLEAR COMMISSION - WILLIAM F. CONWAY, GEORGE W. DAVIS, AND ELIZABETH T. KENNAN I
On Friday, A.ugust 22,1997, officials of the NE Utilities Nuclear Commission, William F.
Conway, George W. Davis, and Elizabeth T. Kennan, visited with Commissioner Dicus for approximately one-half hour. The primary purpose of this visit was to give their impressions of the recent August 6,1997, NRC (Commission) meeting and activities of NU associated with the restart of the Millstone units. They also desired to learn of Commissioner Dicus' thoughts on these matters.
The visitors asserted its active role in the oversight of the utility and Millstone, and they expressed strong support for the new chairman (Michael G. Morris, Chairman, President and CEO). However, they expressed some concern with the contractor for the independent Corrective Action Verification Program. They stated that they did not know when the completion would be and how it would be measured, implying that the contractor could " milk" an open-ended process and wondered how the licensee would control this. (The Commission, itself, hinted at this in its August 6 Commission meeting.) They questioned how independence would be maintained, noting that this is a " sticky" problem, and voiced hope that the staff would provide appropriate input.
Moreover, while they stated that QA oversight was good, some apprehension still remains with the Employee Concerns Program processes, including its receptivity and use by pockets of utility mid-level management. However, they remarked that they believed the atmosphere at the site is much improved, noting that the human resource functions have been transferred onsite. They mentioned that site personnel are l
receptive to their visits which they view as a positive indication of an improved atmosphere.
Commissioner Dicus expressed support for their oversight role and encouraged the development of facts and valid process measures io indicate performance changes.
