Gentlemen:

SUBJECT: NOTICE OF VIOLATION

(NRC INSPECTION REPORT NOS. 50-413/88-15 AND 50-414/88-15)

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

P. K. Van Doorn and M. S. Lesser on March 26, 1988, to April 25, 1988.

The

inspection included a review of activities authorized for your Catawba

facility.

At the conclusion of the inspection, the findings were discussed

with those members of your staff identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

The inspection findings indicate that certain activities appeared to violate

NRC requirements.

In two cases the violations, references to pertinent

requirements, and elements to be included in your response are presented in the

enclosed Notice of Violation. Because all of the criteria for categorization

of licensee identified violations were met in one case, this violation is not

being cited. The details pertaining to the licensee identified violation are

described in the enclosed Inspection Report.

In addition to the need for corrective action regarding the specific matters

identified in the enclosed Notice, we are concerned about the high rate of

valid failures on your emergency diesel Jenerators and the maintenance

practices which may have contributed to the f ailures. A management meeting to

discuss our mutual concerns regarding the reliability of the erargency diesel

generators at Catawba has been scheduled for June 9,1983, at 10:00 a.m. at

the Region II office in Atlanta, Georgia.

Your attention is invited to the unresolved item identified in the inspection

report.

This matter will be pursued during future inspections.
