This refers to the Nuclear Regulatory Comission (NRC) inspection conducted by

William H. Ruland on July 7 - August 7, 1988. The inspection-included a review

of activities authorized for your Brunswick facility. At the conclusion of the
i
inspection, the findings were discussed w'.th those members of your staff
<
i

identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report.
Within

these areas, the inspection consisted of selective examinations of procedures
!
and representative records, interviews with personnel, and observation of
i
i
activities in prooress.

The inspection fir. dings indicate that certain activities appeared to violate
i
'
i
NRC requirements.
One violation (325, 324/88-24-01), references to pertinent
f
j
requirements, and elements to be included in your response are described
j
i
in the enclosed Notice of Violation.
In addition, two other violations
,

(325, 324/88-24-03 and 04) were identified.
These violations are described
i
i
in the enclosed inspection report and are under consideration for escalated
l
'l
enforcement action.
Accordingly, no Notice of Violation is being issued at
this time, and no response to those particular violations is required,
t
i
However, please be advised that the number and characterization of violations
j
described herein may change as a result of further NRC review. An Enforcement
j
Conference to discuss these violations has been scheduled for September 8,

1988.
You will be advised by separate correspondence of the results of our
i
j
deliberations on this matter.
Also, in one instance, because all of the
l
criteria for categorization of licensee-identified violatiens were met, the
l
.

violation is not being cited.
The details pertaining to the licensee-

identified violation are described in paragraph 14 of the enclosed inspection
l
report.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2
