ENCLOSURE NOTICE OF VIOLATION Carolina Power and Light Company Docket Nos. 50-325 and 50 *i24 Brunswick 1 and 2 License Nos. DPR-71 and DPR-62 l

During the Nuclear Regulatory Comnission (NRC) inspection conducted on July 7 -

August 7,1988, a violation of HRC requirements was identified.

In accor-4 dance with the "General Statement of Policy and Procedure for NRC Enforcement 4

Actions," 10 CFR Part 2 Appendix C (1983), the violation is listed below:

quality shall be prescribed by documented instructions or procedures of I

a type approp.iate to the circumstances, i

Contrary to the above, instructions of a type appropriate to the circumstances were not used in that, on and before July 22, 1988, wood support structures were installed under the four diesel generator silencers using a plant services authorization.

Consequently, no shift l

foreman review was obtained prior to the installation, and a fire on the diesel generator building roof resulted.

This is a Severity Level IV violation (Supplement I).

with a copy to the Regional Administrator, Region II, and a copy to the NRC

)l Resident Inspector, within 30 days of the date of the letter transmitting this Notice.

This reply should be clearly marked as a "Reply to a Notice of j

Violation"andshouldinclude[foreachviolation):

(1) admission or denial of i

i the violation, (2) the reason for the violation if admitted (3) the corrective 1

steps which have been taken and the results achieved (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response time.
