SUBJECT: SAFETY SYSTEM FUNCTIONAL INSPECTION REPORT 50-293/85-30

This letter forwards the report of the Safety System Functional Inspection

performed by an NRC team from November 4-8 and November 18-22, 1985 in- l

volving activities authorized by NRC Operating License No. LPR-35 for your i

Pilgrim facility. This inspection was conducted jointly by members of

Region I and the Office of Inspection and Enforcement, by NRC contractors,

'

and with assistance of the Resident Inspector. At the conclusion of the j

inspection, the findings were discussed at an exit meeting with thess

members of your staff identified in the appendix to the enclosed inspection i

report. i

This NRC effort at Pilgrim represents a new inspection approach involving ,

an assessment of the operational readiness and functions of selected  !

safety systems. Particular attention is directed to the details of modifi-

cations and design control, quality of maintenance and surveillance, and

adequacy of testing applicable to those safety systems. At Pilgrim, the team

selected the high pressure coolant injection systen as described in the

operating license as the primary focus of its review. A partial review was

performed of other selected safety systems, such as core spray, standby gas

treatment, and residual heat removal.

The report includes findings that may result in enforcement action, which

would be the subject of subsequent corraspondence. The report also addresses

other observations and conclusions made by the inspection team.Section II

of the report is a suranary of the safety effects of the rore significant

findings on the operational readiness of the selected safety systems. ,

many of the weaknesses identified by the NRC inspection team, We further note  !

that you have reviews in progress regarding several of the other identified

weaknesses to determine what, if any, corrective actions will be ne,cessary.

results of your reviews and your plans for corrective actions regarding those

,

areas in which weaknesses were ident ufad.
