Subject:

Oyster Creek Nuclear Generattag Stetton Docket No. 50-219 Response to NRC Bulletin 88-08 and Supplement 1 On June 22, 1988, the USNRC issued NRC Bulletin 88-08, "Thermal Stresses in Piping Connected to Reactor Coolant Systems".

Supplement 1 to Bulletin 88-08 was subsequently issued on June 24, 1988.

This letter is being submitted to fulfill the reporting requirements of these documents.

Action Item 1 of the original Bulletin directed licensees to:

"Review systems connected to the RCS to detennine whether unisolable sections of piping connected to the RCS can be subjected to stresses from temperatere stratification or temperature oscillations that could be induced by leaking valves and that were not evaluated in the design analysis of the piping.

For those addressees who determine that there are no unisolable sections of piping that can be subjected to such stresses, no additional actions are requested except for the report required below."

A review of RCS attached piping was conducted and three systems (Shutdown Cooling, Core Spray, and Isolation Condenser) were identified as requiring

)

further evaluation.

It was determined that none of these systems has unisolable sections which could be subjected to thermil stratification or oscillations. The piping system evaluations encompassed both the weldments (as required by Bulletin 88-08) and the base metal (as required by Supplement 1 to Bulletin 88-08).

As neither the Bulletin nor its supplement is applicable to the Oyster Creek i

Nuclear Generating Station, no further action is required.
