LICENSE AMENDMENT RELATED TO REVISED ANALYSIS OF MAKEUP SYSTEM LETDOWN LINE FAILURE ACCIDENT (TAC NO. M99571)

Dear Mr. Cowan:

In a submittal dated September 9,1997, Florida Power Corporation (FPC) submitted a license amendment request which addressed an analysis revision for the Makeup System Letdown Line Failure Analysis at Crystal River Unit 3. In respone to a Request for AdditionalInformation (RAI),

FPC provided additionalinformation in a letter dated November 25,1997, regarding the use of RELAP5 in this analysis, included in this submittal was a discussion of the conditions and restrictions associated with the U.S. Nuclear Regulatory Commission (NRC) safety evaluation for Topical Report BAW-10192-P, the Loss of Coolant Accident evaluation model which FPC referenced for use b analyzing aspects of the letdown line break analysis. We recognize that a number of the conditions and restrictions will not apply to the analysis of the letdown pipe failure.

For each NRC restriction and condition, please demonstrate, for each one that applies in this application, how the FPC application of the methodology meets the condition and restriction specified. For those limitations or conditions which do not apply, please provide a brief description supporting this determination. Please provide the requested information by October 30,1998. This RAI and requested submittal date were discussed with Ms. Sherry Bernhoft of your staff.
