Gentlemen:

Enclosed for your review, prior to our scheduled meeting of February 19, 1986,

is the SALP Board Report for the Palisades Nuclear Generating Station, covering

the period November 1, 1984 to October 31, 1985.

In accordance with NRC policy, I have reviewed the SALP Board Assessment and

concur with their ratings. It is my view that the Company's conduct of nuclear

activities in connection with the Palisades facility was acceptable, but that

further management attention is required to assure that programs to improve

performance initiated during the past 18 months are implemented and show

improvement. Specific areas I would like to highlight for your attention are:

1. The rating for Maintenance, Surveillance, and Quality Programs and

Administrative Controls declined from Category 2 to Category 3. As I

indicated in my February 12, 1985, letter transmitting the SALP 5 report,

we perceived the overall performance to have been quite low at the end of

that SALP period in several functional areas. The low ratings in these

areas reflect our judgement of performance at the start of this SALP period,

and show that in these areas your corrective actions were not effective

enough to raise the performance rating for the period. The Board discussed

at length whether the surveillance area should be Category 2 or Category 3

before concluding the appropriate description was Category 3 and improving.

2. Performance in the Emergency Preparedness area was considered to be

declining, due primarily to the poor performance noted in the last major

exercise.

3. Performance in the Radiological Controls, Licensing Activities, and Fire

Protection areas was considered to be improving. I encourage you to

cont"nue this positive trend.

We understand your program to improve performar.ce in the maintenance area,

and are continuing our monitoring efforts of this program. To assist us in

evaluating other corrective actions, we request that you provide a written

response within 30 days after our meeting addressing your plans to improve

performance in the areas of Surveillance, Quality Programs and Administrative

Control and Emerge,cy Preparedness.
