FERMI 2 - SECOND GROUP OF RELIEF REQUESTS FOR THE FIRST 10-YEAR INTERVAL INSERVICE INSPECTION (ISI) NONDESTRUCTIVE EXAMINATION (NDE) PROGRAM (TAC NO. MA1570)
Dear Mr. Gipson:
By letter dated April 16,1998, as supplemented by letters dated June 19 and July 27,1998, the Detroit Edison Company (DECO) requested relief from certain ISI requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code,Section XI, for the Ferrai 2 plant. The ten requests for relief are related to inspections under the ISI NDE program for the first 10-year interval. By letter dated May 28,1998, the NRC staff requested additional information concerning the requests for relief. DECO responded to this request in the June 19, 1998, letter. After further discussions with the NRC staff, DECO submitted the July 27,1998, letter, providing further information and withdrawing request for relief RR-A1.
The staff, with technical assistance from its contractor, the Idaho National Engineering and Environmental Laboratory, has completed its review for three of the requests for relief (RR-A16, A18, and A24). For these requests for relief, the staff determined that the proposed alternatives will provide an acceptable level of quality and safety; therefore, these alternatives are authorized pursuant to 10 CFR 50.55a(a)(3)(i). The alternatives contained in these requests for relief (the use of Code Case N-416-1 for RR-A16, Code Case N-546 for RR-A18, and Code Case N-524 for RR-A24) are authorized for the current interval or until such time as the Code cases are published in a future revision of Regulatory Guide 1.147. At that time, if DECO intends to continue to implement these Code cases, DECO should follow all provisions of the Code cases f
with the limitations issued in Regulatory Guide 1.147, if any.
With the approval of requests for relief RR-A16, A18, and A24, the staff will close TAC No.
MA1570. DECO plans to revise request for relief RR-A23 and resubmit it in the future. The staff Q\\
will open a new TAC when the revised request for relief is received.
